CITY OF SEYMOUR CITY COUNCIL
MEETING MINUTES
SPECIAL CALLED MEETING
A Special Called Meeting of City Council was held on Monday, July 21st, 2025 at 6:00 p.m., 301 N. Washington Street, City Hall Conference Room, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002 (c). The following agenda was considered:
Call to Order & Roll Call by Mayor Mark McCord – 6:00pm
- Budget Workshop for Fiscal year 2025-2026
Attendance: Councilmen Lan Winn, Billy Henricks, Debbie Gillispie, Nancy Townley, Mayor Mark McCord, Administrator Dr. Jeff Brasher, Finance Director Suzanne Shumate, City Secretary Lauren Bush
Dr. Jeff Brasher opened and encouraged city council and mayor to budget priorities with feedback for staff to create the budget. Council reviewed projected revenues. The City uses a line-item form of budgeting allowing for easy breakdowns and viewing of historical data. Supervisors are asked to provide staff with needs and recommendations with explanations if the budget needs to be increased. Most of our budget is held as fixed costs with contracts, insurance, operations, debt payments, and employee costs. City Council reviewed debt obligations and the projects associated with them estimated at $5.2 Million. Projected increases with Appraisal District, CTSI Budget (IT Infrastructure), Dispatch services, & Insurance premiums were also discussed. General budgetary discussion was had and direction given. The City Council will conduct an additional meeting in a couple of weeks.
Motion to Adjourn by Billy Henricks, 2nd by Debbie Gillispie. Vote 4-0. Motion Passed.
