INVITATION TO BID (ITB)
Wastewater Treatment Plant Aeration Equipment Replacement
The City of Seymour, Texas is soliciting sealed bids from qualified manufacturers and authorized suppliers for furnishing, delivery, start-up, testing, and warranty certification of aeration equipment for the City’s Wastewater Treatment Facility (WWTF).
The City is requesting pricing under two separate bid alternates:
- Alternate No. 1 – Floating Brush Aerator
- Alternate No. 2 – Fixed Rotor Aerator
The City reserves the right to award one alternate, both alternates, reject any or all bids, waive irregularities, and select the proposal determined to be in the best interest of the City.
SECTION 1 – BID SUBMISSION REQUIREMENTS
Sealed Bid Requirement
All bids shall be submitted in a sealed envelope clearly marked:
“Bid Package No. WWTP-2026-01 – Wastewater Treatment Plant Aeration Equipment Replacement”
Bidders shall identify on the outside of the envelope:

Bids received after the stated deadline will not be considered and will be returned unopened.
Facsimile, email, or electronic bid submissions will not be accepted unless specifically authorized by written addendum.
SECTION 2 – GENERAL REQUIREMENTS
Scope of Work
Contractor shall furnish all labor, materials, equipment, start-up services, manufacturer support, and warranty documentation necessary to provide a complete and operational aeration system.
Work shall include:
- Equipment manufacture and delivery
- Freight to Seymour, Texas
- Installation support and manufacturer start-up assistance
- Performance testing
- Operator training
- Warranty certification
- Operation and maintenance manuals
- Recommended spare parts list
Equipment shall be designed for continuous operation in municipal wastewater treatment service.
SECTION 3 – TECHNICAL SPECIFICATIONS
ALTERNATE NO. 1 – FLOATING BRUSH AERATOR
Provide one (1) complete floating brush aerator assembly suitable for wastewater lagoon or oxidation basin aeration.
Minimum Requirements
- Quantity: One (1)
- Type: Floating Brush Aerator
- Power Rating: Minimum 20 HP
- Voltage: 480V, 3 Phase, 60 Hz
- Continuous duty operation
- Manufacturer shall have minimum 10 years municipal wastewater experience
Performance Requirements
- Minimum Standard Aeration Efficiency (SAE): 3.0 lbs O₂/HP-HR
- Minimum pumping/mixing rate: 3,500 gallons per minute per horsepower
- Minimum oxygen transfer capability: 54 lbs O₂/hr
Construction Requirements
- Floating brush rotor assembly complete with brushes
- ASTM A36 steel frame minimum
- Foam-filled flotation system
- Stainless splash shields and motor cover
- 316L stainless drive and non-drive shafts
- Heavy-duty industrial bearings
- TEFC motor with service factor 1.15 minimum

- Minimum SAE: 3.0 lbs O₂/HP-HR
- Adequate basin mixing capability
Construction Requirements
- Fixed horizontal rotor

SECTION 6 – WARRANTY
