Meeting Minutes
A Regular City Council Meeting, to be held on Thursday, March 21, 2024, at 7:00 p.m., at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance. The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

Monty Glass advised drivers to be careful on Oak Street because the cross traffic are not always yielding as required. So please, everyone be very careful when driving this particular road..

- This public hearing is in regard to a SPECIFIC USE PERMIT, ZONING change of 908 ½ N Browning, also known as Lot 8, Blk 2, Subd Bennett, in Seymour Texas. Specific Use Permit would allow for the use of a recreational vehicle as a residence.

- Discuss, Consider and Take Action on approving the 2024 Seymour Youth Leadership Project – Seymour Speedway Cycle Park
Discussion: Hours of operation similar to park, but would like the council to consider lighting the park several nights a month until 12pm. There is water onsite as well. City has dirt available for the project. Time and labor will be the most desired resource from the City. TML Liability insurance covers the park. Signs will be posted for safety and to keep dirt bike or other motor vehicles out of the park.
Motion to approve and give Dr. Brasher authority to make decisions on behalf of the City within reason made by Monty Glass, 2nd by Billy Henricks. Vote 5-0, Motion carried
- Discuss, Consider, and Take Action on bids on house demolition
Discussion: Interested parties had come forward to possibly purchase and tear down the structures themselves so it was determined that No Action would be taken at this time.
- Discuss, Consider, and Take Action on accepting bids on the Fan Building
Discussion: We have to open this building for bid because it’s a municipally owned building and that’s the only way we can sell property.
Motion made to accept bids on the property with no minimum, opening and closing monthly so that council may review bids each month by Skyler Henricks, 2nd by Lan Winn. Vote 5-0, Motion carried
- Discuss, Consider, and Take Action on the Certification of Unopposed Candidates

Motion to approve the Certification of Unopposed Candidates made by Monty Glass, 2nd by Skyler Henricks. Vote 5-0, Motion carried
- Discuss, Consider, and Take Action on Ordinance 2024-01 Order of Cancellation, cancelling the May 4th, 2024 City of Seymour General election
Motion made to approve Ordinance 2024-01 Order of Cancellation for the May Election by Monty Glass, 2nd by Skyler Henricks. Vote 5-0, Motion carried
- Discuss, Consider, and Take Action on accepting bids for Golf Cart Contract at the Salt Fork Recreational Complex
Motion made to accept bids concerning the leasing of 15 golf carts in 3yr, 4yr, and 5yr increments by Billy Henricks, 2nd by Monty Glass. Vote 5-0, Motion carried
- Discuss, Consider, and Take Action on Ordinance2023-08 concerning the Salt Fork Recreational Complex
Motion made by Monty Glass, 2nd by Debbie Gillispie. Vote 3-2, Motion carried. Motion included the bullet points listed below:
- No one under the age of 16 are allowed to operate a city owned golf cart
- Privately owned cart drivers will be held liable for any damages incurred by improper driving
- Create a $10/month & $120/annual Driving Range option available to members
- Add to Daily Fees Driving Range (lg) $10, (md) $5, (sm) $3
- Remove Gun Range from Section 4 Golf Course/Gun Range Rental
- Remove Regular Full Facility & Elite Full Facility from the Membership Application and add the Driving Range option mentioned in bullet point (3).
- Add Cart Checkbox to the “Children if membership privilege desired” section of the Membership Application that would allow parents to option to mark whether or not their children are allowed to drive their personal cart on the course.
- Remove Gun Range language for clarity
