A Regular City Council Meeting, was held on Thursday, May 16, 2024, at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The agenda was also posted on the city’s website at www.cityofseymour.org, with the following agenda considered:

PUBLIC HEARINGS

  1. This FIRST public hearing is in regard to a Rezone Request, ZONING change of 107 W Cora, also known as Lot 1-6, Blk 7, Morris Addition, in Seymour Texas from an R-1 Residential to a B-2 Commercial.
  2. This Public Hearing is in regards to the proposed Ordinance No. 2024-02 Salt Fork Recreational Complex Rules & Fees
  3. This Public Hearing is in regards to the proposed Ordinance No. 2024-03 Infrastructure Enhancement Fee Ordinance
  4. This Public Hearing is in regards to the proposed Ordinance No. 2024-04 Landfill Hours of Operation
  5. This Public Hearing is in regards to the proposed Ordinance No. 2024-05 Dog Pound Fees for Repeat    Offenders

CONSENT AGENDA

  1. Approval of the April 18, 2024 Regular City Council Meeting Minutes
  2. Approval of the City of Seymour Accounts Payable Bills for the month of April 2024.
  3. Approve the Spring Fling Car Show to move date to June 1st, using the park facilities to host their event, and keeping with all other requests that were previously made and approved.
  4. Approval EMERGENCY GROUND ABULANCE TRANSPORTATION Agreement

Motion to accept the consent agenda as presented was made by Billy Henricks and seconded by Monty Glass.  Motion passes with a Vote 4-0

ACTION ITEMS

  1. Discuss, Consider, and Take Action on Agreement For Professional Services with Jacob & Martin for Project Well Exception. 

Motion to approve the Agreement for Professional Services with Jacob & Martin for Project Well Exception made by Monty Glass and seconded by Debbie Gillispie.  Motion passes with a Vote 4-0

  1. Discuss, Consider, and Take Action allowing for a storage container for the Chamber of Commerce .

Motion was made to allow for a storage container to be placed near the Chamber House in the City park made by Monty Glass and seconded by Lan Winn.  Motion passes with a Vote 4-0

  1. Discuss, Consider, and Take Action allowing for the creation of a tourism group, housed under the City Government, but only for the purposes of funding through the Hotel Occupancy Tax Fund.

Motion was made to allow for the creation of a tourism group to be housed under the City of Seymour by Lan Winn and seconded by Monty Glass.  Passes with a vote 4-0

  1. Discuss, Consider, and Take Action Ordinance No. 2024-02 Salt Fork Recreational Complex Rules & Fees

Motion to approve Ordinance No 2024-02 Salt Fork Recreational Complex Rules & Fees with an increase of the Cart Rentals from $15 to $20 made by Monty Glass and seconded by Debbie Gillispie.  Passes with a Vote 4-0

  1. Discuss, Consider, and Take Action Ordinance No. 2024-03 Infrastructure Enhancement Fee Ordinance

Motion was made to approve the Ordinance No 2024-03 Infrastructure Enhancement Fee Ordinance by Debbie Gillispie and seconded by Billy Henricks.  Passes with a Vote 4-0

  1. Discuss, Consider, and Take Action Ordinance No. 2024-04 Landfill Hours of Operation

Motion was made to accept Ordinance No 2024-04 Landfill Hours of Operation by Monty Glass and seconded by Lan Winn.  Passes with a Vote 4-0

  1. Discuss, Consider, and Take Action Ordinance No. 2024-05 Dog Pound Fees for Repeat Offenders

Motion was made to accept Ordinance No 2024-05 with an increase in Daily Shelter Fees from $3 a day to $15 a day and to increase the repeat offender amounts to as follows:  First Offense $10, Second Offense $30, Third Offense $100, and Fourth Offense $150.  Owner will be allow to keep the animal after the 4th offense by Monty Glass and seconded by Lan Winn.  Passes with a Vote 4-0

  1. Discuss, Consider, and Take Action on accepting bids on the Fan Building

No Bids Received.  No Action Taken.

  1. Discuss, Consider, and Take Action on purchasing or leasing golf carts.

Motion to make the capitol purchase of 15 Yamaha Carts was made by Monty Glass and seconded by Billy Henricks.  Passes with a Vote 4-0

  1. Discuss, Consider, and Take Action on the lease agreement for the Remote Work Center.

Motion to accept the rental agreement as presented with the additions of Private Office rent to be set at $300/mo and that the contracts will be renegotiated every year was made by Billy Henricks and seconded by Monty Glass.  Passes with a Vote 4-0

EXECUTIVE SESSION

  1. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071: Consultation with attorneys regarding Special Utility District Baylor Water.
  2. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551. 071: An agenda item that requires consultation with City Attorney.
