City Council Meeting Minutes

A Regular City Council Meeting was held on Thursday, August 22, 2024, at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices were  duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The agenda was posted on the city’s website at www.cityofseymour.org, with the following agenda considered:

      There was a lot of discussion by many people for and against the RV request at this location.

      There was little to no discussion about this RV location

      There was a lot of discussion against this RV location

  2. PG 67-70  Public Hearing for Ordinance 2024-09 amending the Planning & Zoning Ordinance to clarify council action as the Planning & Zoning Board
    There was no discussion about this item

  3. PG 71-75  Public Hearing Ordinance 2024-10 concerning banners placed over Main Street for the purpose of advertising local events and encouraging tourism within the community.
    The only discussion was about TXDOT regulations

    Motion was made to entertain water rate increase at the next meeting with a consideration of $5 increase on the base rate and a $.31/1000 gal increase by Monty Glass, 2nd by Skyler Henricks.  Vote 3-2. Motion passes.

  2. PG 98-109  Discuss, Consider, & Take Action on the purchase of a Water vehicle
    Motion to approve purchase made by Skyler Henricks, 2nd by Debbie Gillispie.  Vote 5-0, Motion passes.

  3. PG 110-112  Discuss, Consider, & Take Action on the HOT Funds operating protocols
    Motion to accept Hot Funds Bylaws made by Lan Winn, 2nd by Billy Henricks.  Vote 5-0, Motion passes.

    Motion to take bids for demolition made by Billy Henricks, 2nd by Skyler Henricks.  Vote 5-0, Motion passes.

  5. PG 117-122  Discuss, Consider, & Take Action on purchase of new police vehicle
    Motion to purchase new police vehicle made by Lan Winn, 2nd by Debbie Gillispie.  Vote 5-0, Motion Passes.

  6. Pg 123-124  Discuss, Consider, & Take Action to pass Resolution 1572 decommissioning of Chief Griffin’s gun
    Motion to accept Resolution 1572 made by Debbie Gillispie, 2nd by Lan Winn.  Vote 5-0, Motion passes.

  7. PG 125-130  Discuss and take action to review and approve the Proposed Tax Rate as explained by Paula Vaden, Certified Tax Appraiser for Baylor County Appraisal District. 
    Motion made by accept the Voter Approved Tax Rate made by Billy Henricks, 2nd by Lan Winn.  Vote 5-0, Motion passes.

    Motion to go out for bids made by Skyler Henricks, 2nd by Debbie Gillispie.  Vote 5-0, Motion passes.

    Motion to approve Specific Use Permit for 307 N Tackitt for a single RV connection made by Monty Glass, 2nd by Skyler Henricks.  Vote 3-2, Motion passes.

  10. PG 141-149  Discuss, Consider, & Take Action on the Specific Use Permit request for 1101 N Cedar
    Motion to approve Specific Use Permit for 5 RV Hookups at 1101 N Cedar made by Billy Henricks, 2nd by Monty Glass.  Vote 3-2, Motion passes.

  11. PG 150-170  Discuss, Consider, & Take Action on the Specific Use Permit request for 1009 Plainview
    Motion to approve Specific Use Permit for 10 RV Hookups at 1009 Plainview made by Monty Glass, NO second.  Motion dies for lack of a second.  No Action was taken, permit not granted.

  12. PG 171-172  Discuss, Consider, and Take Action of granting easement to 300 W Custer
    Motion to move forward with easement actions made by Billy Henricks, 2nd by Debbie Gillispie.  Vote 5-0, Motion passes.

  13. NO PAGES  Discuss, Consider, and Take Action on going out for bank bids/extending our current contract with Peoples Bank for 2 additional years
    Motion to extend the existing contract with People’s Bank for an additional 2 years made by Debbie Gillispie, 2nd by Monty Glass.  Lan Winn Abstained.  Vote 4-0, Motion passes.

  14. PG 173-176  Discuss, Consider, & Take Action on Ordinance 2024-09 amending the Planning & Zoning Ordinance to clarify council action as the Planning & Zoning Board
    Motion to accept Ordinance 2024-09 made by Skyler Henricks, 2nd by Lan Winn.  Vote 5-0, Motion passes.
