City Council Meeting Minutes for October 17, 2024

A Regular City Council Meeting, was held on Thursday, October 17, 2024, at 7:00 p.m., at the Seymour City Hall, 301 N Washington, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 ©.  The following agenda was considered:

OPEN MEETING – 7:00 pm

  • Call to Order, Roll Call and Pledge of Allegiance by Mayor Mark McCord.
    • Lan Winn, Billy Henricks, Debbie Gillispie, Lauren Bush, Jeff Brasher, Patricia King, Ronnie Kolacek, John Joyce, Toby & Amy Henderson, Lance Burnett, Dario Hernandez, Rebecca Golding, Justin Jones, and Bryce Sawyer.  Monty Glass attended remotely for a portion of the meeting.  Councilman Skyler Henricks was absent.

PUBLIC HEARINGS

  • Ordinance 2024-15 concerning water rates: increasing the base rate by $7.00 for both residential and commercial, and increasing the Infrastructure rate by $3.00.
  • Concerning dilapidated structure at 302 N Foley
    • Ownership has changed.  New owners need to be notified.
  • Concerning dilapidated structure at 306 N Foley
    • Would like 6 months to complete tear down.  Asked if City would be willing to partner with disposal.
  • Concerning dilapidated structure at 409 N Tackitt
    • Discussed ordinance requirement for securing a home.  Owner has no plans to remove structure.  Remodel is desired.
  • Concerning dilapidated structure at 401 E Reiman
  • Concerning dilapidated structure at 205 W McLain
    • Utilities have been disconnected since 2005
  • Concerning dilapidated structure at 602 S Washington
    • Property owner has expressed interest in conveying property to city.  Processes to begin shortly.
  • Concerning dilapidated structure at 811 N East
    • Utilities have been disconnected since 1994

  2. Concerning a Specific Use Permit for a Manufactured Home and a variance for multiple structures on a lot located at 307 N Tackitt
    1. Owner attended public hearing and gave details and history of the property and the proposed manufactured home.
  3. Concerning a Specific Use Permit request for a Recreational Vehicle to be used as a residence, request for a Manufactured housing allowance, and use of the hook up as commercial at the most Northern end of Donald Street
    1. 1.6 acres

CONSENT AGENDA

  1. Approval of the September 26th, 2024 Regular City Council Meeting Minutes. 
  2. Approval of the City of Seymour Accounts Payable Bills for the month of September 2024. 
  3. Resolution 1577 for budget adjustments from #02-405595 TSF to Fire Truck Reserve of $44,0000 to #02-406595 TSF to Vehicle Reserve.  This will be a one-time transfer and will not affect the budget.
  4. AmendingResolution 1575 Goods & Transit to show passed and approved in October 2024
