Meeting Minutes
A Regular City Council Meeting, to be held on Thursday, April 17, 2025, at 7:00 p.m., at the Seymour City Hall, 301 N Washington, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance. The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

CITIZEN COMMENTS
• Mike Greenway – Wants council to address speeding in the Plainview Addition with speed bumps (tall ones if possible) or signs that say Kids At Play, Grakals in the neighbors tree causing issues – would like to shoot them to scare them off, and there are missing street signs create difficulty getting around town.
• Sherrif Darcy White – Offered information pertaining to the recent developments concerning dispatch employee pay. Effective May 1st, the county has agreed to pay $18-$20/hr.

Aldo Hopkins spoke on this property and told the council that improvements had been made today and would continued to be made with his intention to make this address his permanent residence. - Concerning dilapidated structure at 209 N Tackitt
- Concerning Ordinance 2025-04 Updating the City of Seymour Zoning Ordinance to include Specific Use Permit request for Gaming Halls, adding set back calculation language to Section 5 for clarity, and allowing for mixed use residential in a commercial district with Specific Use Permit
Lauren Bush explained the multiple changes the ordinance would apply. (1) making all Gaming Halls require a specific use permit, (2) duplicating the current setback language into Section 5 so that it was easier to locate, and (3) allowing single family residence in a
B-1 or B-2 by Specific Use Permit
CONSENT AGENDA
- Approval of the March 20, 2025 Regular City Council Meeting Minutes.
- Approval of the City of Seymour Accounts Payable Bills for the month of
March 2025. - Approval of the Quarterly Investment Report
Motion was made to approve the Consent Agenda as presented by Lan Winn, 2nd by Billy Henricks. Vote 3-0. Motion passes.
ACTION ITEMS
- Discuss, Consider, and Take Action concerning dilapidated structure at 803 N Murrie, historically addressed as 807 N Murrie
Lauren Bush addressed council clarifying that notification by certified mail could not be confirmed due to a lack of receipt in the folder. Also clarified that the address listed in the public hearing was acquired from the tax office and that the specific house at 807 N Murrie is no longer surveyed as a stand alone lot, it combined with 803 N Murrie and that is why the publication was made like it was. There was no record of utility for 807 N Murrie either for better clarification. Lauren Bush’s suggestion was to table the item and resend the notifications per the owners request. Motion to table this item and reissue the notices made by Billy Henricks, 2nd by Debbie Gillispie. Vote 3-0. Due to a possible notification issue, the item was suggested by Lauren Bush to be tabled so that the owner could be renotified again by certified mail. Lauren Bush addressed council and explained that the property owner had come to her office and agreed to conveyance of the property to the City of Seymour after July 1st, 2025. Motion to accept conveyance of 711 N Tackitt was made by Lan Winn, 2nd Debbie Gillispie. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action concerning dilapidated structure at 311 N Stratton
Due to a possible notification issue, the item was suggested by Lauren Bush to be tabled so that the owner could be renotified again by certified mail. Lauren Bush addressed council and explained that the property owner had contacted her via phone and agreed to conveyance of the property to the City of Seymour as soon as possible. Motion to accept conveyance of 207 N Bantau was made by Billy Henricks, 2nd Lan Winn. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action concerning dilapidated structure at 401 E Reiman
Discussion was had that the property owner was in process of remediation. Motion to allow 90 for full remediation was made by Billy Henricks, 2nd by Lan Winn. Vote 3-0, Motion passes. - Discuss, Consider, and Take Action concerning dilapidated structure at 209 N Tackitt
Lauren Bush apologized that this address is incorrect, but it is listed correctly on item #23. Suggestion was No Action. No Action was taken. - Discuss, Consider, and Take Action concerning dilapidated structure at 208 N Tackitt. Public hearing for this property was held last month.
Lauren Bush notified the council that the property owner had reached out by email and would like to convey the property to the City. Motion to accept conveyance of 208 N Tackitt made by Debbie Gillispie, 2nd by Lan Winn. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action concerning nonconforming property concerning zoning, using unpermitted Recreational Vehicles as residences in an R-1, located at 401 E Pecan.
The property owner addressed council that 2 of the RVs are gone and that she was awaiting an apartment in Waco then she would be moving leaving the entire property cleaned and into compliance. Motion to extend the property owner 60 days for compliance made by Lan Winn, 2nd by Billy Henricks. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action concerning Gaming Rooms inside the city limits
Motion to have Lauren Bush update the zoning ordinance to ensure clarity that we do no allow gaming rooms with 8-liners made by Billy Henricks, 2nd Lan Winn. Vote 3-0. No Action - Discuss, Consider and Take Action regarding BIDS RECEIVED concerning 602 S Washington Street
2 Bids were received. One from Clayton Miller for $200 and from Penman’s for $2,500. The minimum bid of $5,700 was set, but Dr. Brasher suggested that the council accept the Bid from Penman’s for $2,500. Mayor Mark McCord posed to the council to rebid it without a minimum bid. Concern from the council was discussed that we might not get as good as bids as these the second time around. Motion to accept the bid from Penman’s for $2,500 was made by Lan Winn, 2nd by Billy Henricks. Vote 3-0. Motion passes. - Discuss, Consider and Take Action regarding BIDS RECEIVED concerning Seymour Speedway Skate Park for concrete and accessories

Motion to accept the bid from Concept Construction for $45,000.00 made by Lan Winn, 2nd by Debbie Gillispie. Vote 3-0. Motion passes.
- Discuss, Consider and Take Action regarding BIDS RECEIVED concerning the daily maintenance of the future brush pile located at Seymour Transfer Station
Motion to table by Billy Henricks, 2nd by Debbie Gillispie. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action on Easement requests from Brent Sosolik concerning Lots 1 through 6 and Lots 19 through 24 in Block 3 in the Original Town of Seymour, AKA 201 S Main.
Motion to table by Lan Winn, 2nd by Billy Henricks. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action on city owned property at 11th Street, also known as Lot 0, Block 1, Subdivision Stevens which is a 60ft by 140ft strip of land that is the undeveloped extension of westbound 11th Street. The property has been asked to be open for bid to be purchased. Request made by land owner to the South, Sarah Curiel.
Motion to table until clarification from the Abstract office can be received made by Lan Winn, 2nd by Billy Henricks. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action to approve or deny Hotel Occupancy Board Members, as required by ordinance 2023-01 on a biannual basis.
New board members suggested to council are Meri Beth Miller, Bill Brown, Debbie Gillispie, and Lynn Smith. This is in efforts to follow the Hot Board policy. Motion made by Billy Henricks, 2nd by Lan Winn. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action on submitted Seymour ISD Subdivision Plat.
Motion to approve the plat as submitted by Debbie Gillispie, 2nd by Billy Henricks. Vote 3-0. Motion passes. - Discuss, consider, and take action concerning approval for the contracting of Mr. Bragiel with Avenu Insights & Analytics for the purpose of auditing hotel entities.
Dr. Brasher explained that the expenditure would come out of City funds, reimbursed by the HOT Board, for the purpose of auditing La Siesta and the Sagamar Inn this year, and another 2 motels in the next year. Motion to approve the expenditure to begin hotel auditing practices through Avenu Insights for no more than $5,000 by Debbie Gillispie, 2nd by Billy Henricks. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action to approve new Garbage and Transfer Station rates, effective June 2026.
