SEYMOUR CITY COUNCIL MEETING MINUTES

APRIL 20, 2023

Regular City Council Meeting, Thursday, April 20, 2023, at 7:00 P.M. at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas, 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002(c). The City of Seymour attempts to make its meetings accessible to all of its citizens. If you have need of auxiliary aids, please notify the ADA Coordinator at 889-3148, at least 48 hours in advance. The following agenda will be considered:

1.  Call to Order, Roll Call and Pledge of Allegiance by Mayor Jon Hrncirik

5.  Citizen Comments

Debbie Ross:  Topic of Discussion – Proposed Dog Park at FM 422
Concerned about parking issues that the park could create.  Believes that travelers should park at Allsup’s and use the land directly behind it.

6.  Appointment HOT Board

(a.) Discuss, consider, and take action to appoint a HOT Board, for a two-year term.  The following will be appointed: Jon Hrncirik, Dana Winn, Jeff Brasher, Jim Tucker, Carl Porter, Rusty Stafford & Kristen White (Chamber of Commerce Executive Director)

7.  City Administrator Dr. Jeffrey L. Brasher, recognizes Les Hons for

years of service as a City of Seymour, Council Member.   

8.  Public Hearings

(a.) Final Public Hearing in regard to the City of Seymour, Water Conservation and Drought Contingency Plan, as prepared and recommended by Tristan King, with Jacob & Martin, Inc.

(b.)  First Public Hearing in regard to Animal Control Ordinance, Article 2.1100, adding Licensing and Animal Control Fees to current ordinance.

Dr. Basher explained the suggestions and recommendations of the Police Chief, Lauren Bush, and himself to alleviate some paperwork and recommended price increase for other fees.

John Davis asked if the Dangerous Dog rule is breed specific and added that he felt the livestock permit is high for someone who just wants a few chickens.

Les Hons mentioned he felt like $250 was high for a few chickens.

Lauren Bush clarified the Dangerous Dog ordinance.

9. Consent Agenda

(a.)  Approve March 16, 2023, Regular Meeting Minutes and Special Called Meeting, on March 21, 2023.
(b.) Approve City of Seymour Account Payable bills paid in March 2023.  
(c.)  Financial Report by Finance Director, Mary Griffin.

10. Presentation

(a) Discuss, consider, and take action regarding the presentation from Maureen Steed and Debra Sizemore, in regard to animal control and property located on Murrie Street.

(b.) Discuss, consider, and take action regarding the presentation from Kim Stevenson, Seymour Helping Hands Representative, regarding a Seymour Memorial Doggie Rest Stop.

Kim Stevenson presented to request use of the property for 1 year that would include a welcome to Seymour sign, seating, trash disposal for a leash on dog park.  Seymour Helping Hands will volunteer their time for maintenance, including mowing.

Motion made to conduct a Specific Use Permit on the property that would include public hearings by Les Hons

(c.)  Discuss, consider, and take action regarding presentation from Chamber of Commerce, 4th of July activities and Cruisin’ the Brazos.

(a.)  Discuss, consider, and take action to approve Ordinance No. 2023-04, City of Seymour Water Conservation Plan and Drought Contingency Plan, as prepared and recommended by Jacob & Martin, Inc., and to be reviewed every 5 years.
