A Regular City Council Meeting held on Thursday, August 17, 2023, at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour Tx.
All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002 (c).The City of Seymour attempts to make its meetings accessible to its citizens. If you have need of auxiliary aid, please notify the City Secretary at (940) 889-3148, at least 48 hours in advance. The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

A. Approve the July 20, 2023 meeting minutes

B. Approve Account Payable bills paid the month of July, 2023.

C. Approve amendment to the minutes for the May 18th, 2023 meeting changing wording from “a minimum of six chickens and no more than twelve” to read “no more than twelve” concerning motion on Item #9a.

D. Amend Ordinance 2023-05, passed May 18th, 2023 regarding animal control fees to read “Reference Appendix A” concerning Animal Permits and removing the listed fee of $250.

E. Appoint Councilman Skyler Henricks to hold the vacant council place on the Hotel Occupancy Tax Board

F. Appoint Lauren Bush as Municipal Court Clerk, for the City of Seymour.

G. Appoint Lauren Bush as Retention Schedule Officer, for the City of Seymour.
H. Approve Resolution #1549, a budget adjustment in the amount of $22,473.00, line item 02-818906, for Fiscal Year 2022-2023, at the request of the Hotel/Motel Tax Fund Expense.

I. Assign Lauren Bush as the Proxy for Mayor Mark McCord on the Cross Plains Rural Transportation Council.

A. Remove tabled item concerning a request from Mike Horton for a Specific Use Permit to place a single wide manufactured home at 1101 E Nevada St, also known as Lot 4, Block 13 of the Wheat Subdivision from July 20, 2023 meeting.

  1. Action Items

A. Discuss and take action to review and approve the Proposed Tax Rate as explained by Mitzi Welch, Certified Tax Appraiser for Baylor County Appraisal District.

B. Discuss, consider, and take action regarding a Specific Use Permit, for location at 409 N. Murrie Street in Seymour, Texas, as requested by T. Don Hughes.

C. Discuss, consider, and take action to approve contract between City of Seymour and Viking.

D. Discuss, consider, and take action regarding a request from Mike Horton for a Specific Use Permit to place a single wide manufactured home at 1101 E Nevada St, also known as Lot 4, Block 13 of the Wheat Subdivision.

E. Discuss, consider, and take action to open the Salt Fork Recreational Complex Gun Range

F. Discuss, consider, and take action on the purchase of a new police vehicle, Ford Interceptor, at the max expenditure of $89,595.00, completely outfitted.
