PUBLIC NOTICE OF OPEN MEETING

 

Regular City Council Meeting on Thursday, August, 23, 2018, at 7:00 p.m., at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, Texas, 76380.  All notices have been duly posted in accordance and conformance with the Gov. Code of the State of Texas, Section 551.002 (c ). The City of Seymour attempts to make its meetings accessible to all of its citizens.  If you have need of auxiliary aids, please notify the ADA Coordinator at 889-3148, at least 48 hours in advance.

 

Call to Order, Roll Call and Pledge of Allegiance by Mayor Pro-Tem Jon Hrncirik

Announcements from the Mayor Pro-Tem;(At this time, Mayor Pro-Tem Hrncirik will make announcements as related to the events of the previous weeks.  As always he may make any rearrangements to the order of items on this agenda as he deems prudent in the interest of time).

 

Citizen’s questions/and or Comments: (At this time, interested citizens are encouraged to indicate their interest in speaking, and upon being recognized by Mayor Pro-Tem, approach the podium to express your comments.  Please speak clearly and speak directly into the microphone.   Citizens may speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed five minutes.  Neither Council action nor discussion may take place on any matter, until such matter has been placed on an agenda and posted in accordance with law.)

  1. CONSIDER APPROVING THE CONSENT AGENDA AS FOLLOWS:

a.) Approve Regular Meeting Minutes from Thursday, July 19, 2018 and Special Called Meeting/Budget Workshop Meeting Minutes from August 2, 2018, Budget Workshop Meeting Minutes from August 9, 2018.

  1. Monthly Investment Report
  2. First Bank & Trust Accounts Summary Report
  3. Employee/Contract List and Golf Course Membership Total Report
    4. Administration and Supervisors Written Reports

Regular meeting closes and Public Hearing will begin

 

 

 

  1. The City of Seymour will hold a Public Hearing regarding the placement of a stop

sign at the corner of N. Cedar and 11th Street.  This will control the flow of traffic

Eastbound.

 

Public Hearing will close and Regular Meeting will resume

 

  1. Discuss, consider and take action to approve Ordinance No. 2018-05, placing a Stop

Sign on the Corner of N. Cedar Street and 11th Street. This will control the flow of traffic

Eastbound.

 

  1. Discuss and hear presentation from Emergency Management Coordinator John Hostas, regarding Emergency Mitigation Planning.

 

  1. Discuss, consider and approve Resolution No. 1469, amending job description

resolution and modifying the Utility Billing Department, by adding Supervisor and

Deputy Municipal Court Clerk to said descriptions.

 

  1. 6. MPT Jon Hrncirik to swear Ericka Sturgeon as Deputy Municipal Court Clerk.

 

  1. Discuss, consider and take action to approve request from Sommer Portwood, for

Business Façade, Signage, and Beautification Grant Project in the amount of $1,000.0.

 

  1. Discuss, consider and take action on information received by Finance Director

Mary Griffin, regarding debit/credit cards.

 

  1. 9. Discuss, consider and take action to change the September 20, 2018, Regular

Council Meeting, to September 27, 2018, due to City Secretary being out on Medical

Leave.

 

  1. Discuss and consider location options for MHMR and Seymour Police Dept.

 

  1. Discuss, consider and take action to approve the 2018, Semi-Annual Report as

presented by Chief of Police, Mike Griffin.

 

  1. Discuss, consider and take action to approve City of Seymour bills paid for the

month of  July, 2018.

 

  1. Discuss and review the City of Seymour Water Well Report.

 

  1. Discuss, consider and give direction to City Administrator to terminate drought

restrictions as per 2.5 Authorization Section as described on the City of Seymour

Drought Contingency Plan.

 

  1. Discuss, and take action regarding Esplanades (Meridians) at downtown location.

 

  1. Discuss, consider and take action regarding AMERESCO Agreement.

 

  1. Discuss, consider and take action to approve Ordinance No. 2018-06, an ordinance

amending Section 4: Rules and Regulations, 7 (c ) removing summer and winter

temperatures from said ordinance.
