A Re-scheduled City Council Meeting, to be held on Thursday, August 25, 2022, at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour Tx. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002 (c).The City of Seymour attempts to make its meetings accessible to its citizens.  If you have need of auxiliary aids, please notify the City Secretary at 889-3148, at least 48 hours in advance. The agenda is also posted on the city’s website at www.cityofseymour.org.

1. Call to Order, Pledge of Allegiance and Roll Call by Mayor Jon Hrncirik.

3. Discuss, consider, and take action regarding City of Seymour Council Place #5 vacancy, for unexpired term.

4.  Mayor Hrncirik to swear in and appoint applicant, for Council Member Place #5, unexpired term.  

5.  Presentation

a.) Discuss, consider, and take action regarding update and recent visit with Ray Bertrand, CTSI Representative.

     b.) Discuss and take action to review and approve the Proposed

     Tax Rate as explained by Mitzi Welch, Certified Tax Appraiser

     for Baylor County Appraisal District.  

6.  City Administrator Dr. Jeffrey Brasher, E.d.D, recognizes Employee or Department of the month.

     a.) Discuss, consider, and take action regarding Specific Use Permit

      requesting Permit requesting an extension at 400 S. Foley Street, in an

      R-1, concerning the North half of Lot 2, Block 17 of the Miller First

      Addition, comprised of .241 acres in Seymour, Texas.

     b) Discuss, consider, and take action approving Resolution No. 1529,

     amending the 2021-2022, Budget Resolution, to approve the purchase of

     a lawn mower for Salt Fork Recreational Complex.

     c.) Discuss, consider, and take action regarding a Façade

     Beatification Signage Grant submitted by Michelle Belcher.

11 . Consider approving the consent agenda as follows:

a.)  Approve the July 25, 2022 meeting minutes

b.)  Approve Account Payable bills paid the month of June, 2022.

   12.  Public Hearings

     a.) City of Seymour conducting a public hearing regarding Transfer

     Station Fees, located at 1087, FM 1286, Seymour, Texas, adding Shingle   

     Section (h) to current ordinance, to state an $80.00 Shingle Fee per ton.    

      b .) City of Seymour conducting a public hearing regarding the Portwood         

      Art Portwood Art & Civic Center and R.V. Park Rental Fees.

        c.) City of Seymour conducting a public hearing regarding Salt Fork

        Recreational Complex, located at 728 U.S. Hwy 283S,to consider

        increasing rental fees and adding consider increasing rental fees

        and adding R.V., Camper Trailer fees to  existing information.        

 13.   Action Items from Public Hearing

  a.) Discuss, consider, and take action to approve Ordinance No. 2022-07,

  regarding Shingle fee of $80.00 per ton, adding Section (h) of

  current Transfer Station Section.

  b.) Discuss, consider, and take action to approve Ordinance No. 2022-10,

  ordinance regarding Portwood Art & Civic Center, R.V. Park fees and City

  of Seymour Memorial Park.

  c.) Discuss, consider, and take action to approve Ordinance No. 2022-11,

  regarding Salt Fork Recreational Complex, updating fees and adding section

  Camper Trailer fees to existing information.  

  14. Discuss and make modifications, if needed to the proposed City of

   Seymour Budget for Fiscal Year 2022-2023.

  b.) An Executive Session, closed to the Public and pursuant to Chapter 551 of the Texas Local Government Code under §551.071, Consultation with City Attorney; regarding Special Utility District, Baylor Water Supply.

 c.)   An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551.072 Real Property; SISD regarding Lowe Stout Building.

16. Action regarding Executive Sessions

a.)  Give direction to City Administrator regarding Administrative Department; City Secretary position executive session.

b.)  Give direction to City Administrator regarding Consultation with

City Attorney regarding Special Utility District, Baylor Water Supply.

c.)  Give direction to City Administrator regarding executive session, real property known as Lowe Stout Building.
