The City of Seymour will be accepting sealed bids on DEMOLITION of property located at 301 N Cedar in Seymour Texas, also known as Lot 7, Blk 43, Subd Original, 7-8 43 ORIG SEYMOUR.
Sealed bids will be accepted at the City Secretary’s Office located at 301 N. Washington Street, Seymour, Texas 76380. With questions, contact Lauren Bush, at 940-889-3148, 8:00 am to 5:00 pm, Monday-Friday. Fax bids will not be accepted. Bids must be submitted in a sealed envelope clearly marked “DEMOLITION BID, TO BE OPENED ON, WEDNESDAY, July 17, 2024”. Deadline to submit a bid is July 17th 2024, at 5:00pm. Bids will be opened at 5:01pm July 17th, 2024 and considered by City Council for award at the Regular City Council meeting held the next day, July 18th, 2024 at 7pm. The City of Seymour
is requesting and will receive bids from qualified vendors for the purpose of the demolition of a dangerous, unsafe, or substandard structure and removal of demolition debris from such structure within the City of Seymour.
LOCATION: 301 N Cedar
The cost will be on a lump-sum basis. There will be no pre-bid meeting for this project, but firms are allowed to contact City Administrator Dr. Jeff Brasher at (940) 889-3148 or at jbrasher@cityofseymour.org.
The city reserves the right to reject any or all bids submitted.
SCOPE OF WORK
The contractor shall provide all supervision, labor, materials, tools, permits, fees, and equipment necessary for demolition and debris removal per Contract specifications. Demolition and clearing will be performed upon request by the City Administrator or designees. The City of Seymour aims to demolish and clear dangerous, unsafe, or substandard structures promptly and cost-effectively.
Supervision, Equipment, and Material:
- The contractor shall determine the most efficient methods and obtain City approval before starting work.
- The contractor must provide labor, equipment, supervision, materials, supplies, and transportation for demolition services.
Contractor Requirements:
To be considered responsible, contractors must:
- Have adequate financial resources or the ability to obtain them.
- Adhere to the required schedule, considering all existing commitments.
- Have a satisfactory performance record.
- Maintain a satisfactory record of integrity and business ethics.
- Possess necessary organizational experience and operational skills or the ability to obtain them.
- Have the technical equipment and manpower or the ability to obtain them.
- Be qualified and eligible under applicable laws and regulations.
GENERAL REQUIREMENTS:
- Sealed Bids. Sealed bids will be received as follows: Bids shall be submitted no later than WEDNESDAY, July 17th, 2024, at 5 p.m. The City reserves the right to reject any and all bids. Bids received in the City Secretary’s office after the stated deadline(s) will be returned unopened and will be considered void and unacceptable. The City of Seymour is not responsible for lateness of mail, carrier or any method of delivery. The time in the City Secretary’s office shall be the official time of receipt.
- Originals shall be in a sealed envelope clearly marked DEMOLITION BID, TO BE OPENED ON, WEDNESDAY, July 17, 2024. and submitted to CITY OF SEYMOUR, ATTN: CITY SECRETARY, mailed to PO Box 31, Seymour, TX 76380
- Opened bids will be evaluated by City staff. Evaluation criteria will be based on the completeness of the information provided, references/reputation and best value for the City. These bids will then be presented to the city council.
- Individuals or firms will be notified by Noon on Friday, July 19th whether they have been selected for the project.
- Unless expressly allowed in writing by the City Administrator, no bid may be changed, amended, or modified in any manner after it is delivered to the City; however, such documents may be withdrawn and resubmitted any time prior to the applicable deadline.
- Bidders taking exception to the specifications, or offering substitutions, shall state these exceptions in the section provided or by attachment as part of the bid. The absence of such a list shall indicate that the bidder has not taken exceptions and shall hold the bidder responsible to perform in strict accordance with the specifications of the invitation. The City of Seymour reserves the right to accept any and all or none of the exception(s)/ substitution(s) deemed to be in the best interest of the city.
- Bid must comply with all federal, state, city and local laws concerning types of products specified.
- Design, strength, quality of materials must conform to the highest standards of manufacturing practice.
- Minimum standards for responsible bidders: A prospective bidder must affirmatively demonstrate responsibility and must meet the following requirements:
- Have adequate financial resources, or the ability to obtain resources required;
- Be able to comply with the required or proposed delivery schedule;
- Have a satisfactory record of performance;
- Have a satisfactory record of integrity and ethics;
- Be otherwise qualified and eligible to receive an award.
City of Seymour may request clarification or other information sufficient to determine bidder’s ability to meet these minimum standards listed above. Failure to respond to such requests shall be cause for removal from consideration.
STATEMENT OF WORK
Work to be Performed
- Remove all assigned structures, including concrete slabs, porches, and walkways.
- Remove pier foundations to at least three (3’) feet below ground level.
- Remove and cap utilities as described in paragraph 4.0.
- Cut grass and weeds to no higher than two (2”) inches.
- Remove dead trees, leaving stumps no higher than twelve (12”) inches.
- Trim live tree branches encroaching on the house (if present) or neighbor’s house or fence.
- Remove all cut grass, weeds, and tree branches from the lot.
- Remove non-hazardous debris (e.g., appliances, crates, trash, tires, scrap metal, lumber, furniture).
- Do not perform any work on or inside any inhabited or safe structures on the property. Take care not to damage any existing safe structures or living trees.
1.0 Use of Roll On / Roll Off Containers
If the Contractor requires the use of Roll On / Roll Off containers in sizes 20, 30 or 40 yards, these must be rented from Waste Connections under a pre-existing contract agreement between Waste Connections and the City. Costs for such containers shall be included within the bid price for each structure.
2.0 Communication with City
The contractor shall inform the City representative of the planned start date, so a Pre-Demolition Inspection can be conducted; and as structures are completed, so that a Final Inspection can be performed soon thereafter to ensure acceptable completion.
3.0 Utilities Demolition
The contractor shall contact 811 for utility location identification. Electrical and natural gas utilities must be removed or made safe as approved by the Utilities Departments. The sanitary sewer shall be removed to the City utility easement or right of way and capped below grade. The water service shall be capped below grade and removed to the private property side of the water meter. Storm water connections to the City storm sewer shall be removed or protected per Utilities Department directives.
4.0 No Bonds Required
The bid awarded under this Statement of Work will be in amounts below the threshold requiring Performance and Payment Bonds. No Bid Bond will be required to be provided with the initial bid submission. No bonds will be required under this Statement of Work.
INSURANCE REQUIREMENTS
The Contracted firm(s) will be required to obtain and maintain insurance with the following required coverages and minimum limits and upon request, will provide insurance certificates to City evidencing the same. City shall be named as an additional named insured on its insurance and provided with a Certificate of Insurance providing coverage to City as an additional named insured.
- Worker’s Compensation Statutory
- Commercial General Liability $1,000,000 per occurrence
- $2,000,000 aggregate
- Professional Liability Insurance $1,000,000 per occurrence
- $2,000,000 aggregate
