Meeting Minutes – February 19, 2026
A Regular City Council Meeting, to be held on Thursday, February 19, 2026, at 7:00 p.m., at the Seymour City Hall, 301 N Washington, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with eh Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance. The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

o All departments were recognized for their significant impact during the freeze we experienced several weeks ago, including the Police Department, and Lauren Bush for her audit work.

- Approval of the January 15th, 2026 Regular City Council Meeting Minutes.
- Approval of the City of Seymour Accounts Payable Bills for the month of
January 2026 - Approval of OCSC Model Resolution 1600
o Motion to move Consent Agenda item #6 into Action Items made by Nancy Townley, 2nd by Lan Winn. Vote 3-0. Passes - Approval Resolution 1602 assigning board member to appraisal district
o Motion to approve the Consent Agenda without item #6 made by Billy Henricks, 2nd by Lan Winn. Vote 3-0. Motion Passes.
ACTION ITEMS
#6 from Consent Agenda – Approval of OCSC Model Resolution 1600
o Motion to approve Resolution 1600 made by Lan Winn, 2nd by Bily Henricks. Vote 3-0. Motion Passes.
- Discuss, Consider, and Take Action concerning a Resolution 1601 authorizing the submission of an application to the Texas Department of Agriculture for the 2026 TxCDBG Downtown Revitalization Program and authorizing the designation of a downtown district area.
o Motion to approve Resolution 1601 authorizing the submission of an application to the Texas Department of Agriculture for the 2026 TxCDBG Downtown Revitalization Program and authorizing the designation of a downtown district area made by Nancy Townley, 2nd by Billy Henricks. Vote 3-0. Motion passes. - Discuss, Consider, and Take action to go out for bids on a new Vac Trailer
o This purchase would assist us in replacing poles in the Electric Department. The current vac trailer is in the water department and is aging. The request is to go out for bids for a new vac trailer to assist the electric department, but also possibly support the water department. Motion to go out for bids for a Vac Trailer made by Bily Henricks, 2nd by Lan Winn, Vote 3-0, Motion passes. - Discuss, Consider, and Take Action concerning MyEDO’s proposal of a workshop prior to engaging into a Strategic Plan agreement
o Lauren Bush requested a workshop with Justin Jaworski so that the council and MyEDO can both be educated about the opportunities and goals of both parties.
o Motion made by Nancy Townley to arrange a workshop with MyEDO, 2nd by Billy Henricks, Vote 3-0, Motion passes. - Proclaim April as Fair Housing Month
o Proclamation read by Mayor - Discuss, Consider, and take action Ordinance 2026-01 to cancel the May 2026 General election due to unopposed candidates
o Motion to pass Ordinance 2026-01 made by Lan Winn, 2nd by Nancy Townley. Vote 3-0. Motion passes. - Discuss, Consider, and Take Action concerning a bonus for the City Secretary pertaining to audit work.
o Motion to approve a one time salary supplement to the city secretary in recognition of the additional duties to be performed beyond the normal scope of her position, including the completion of the preparation of the 2026 audit, with the amount to be $1,000.

o Motion to move forward per direction given in executive session made by Lan Winn, 2nd by Nancy Townley. Vote 3-0. Motion passes. - Discuss, consider, and take action regarding Consultation with attorneys regarding Special Utility District Baylor Water.
o No Action - Discuss, consider, and take action regarding Executive Session, on an agenda that requires consultation with City of Seymour Attorney
