SEYMOUR CITY COUNCIL

SPECIAL CALLED MEETING

FEBRUARY 2, 2021   

A Special Called Meeting of Seymour City Council was held on Tuesday, February 2, 2021, at 5:30 p.m. at 800 E. Morris Street,  Portwood Art & Civic Center, Seymour Texas 76380.

CALL TO ORDER/ ROLL CALL/ PLEDGE OF ALLEGIANCE by Mayor Jon Hrncirik at 5:30 p.m.

Council Present: Mayor Jon Hrncirik, MPT Monty Glass, Council Member Lan Winn, Council Member Brenda Miller, Council Member Brian Broome, and Council Member Mary K. Fair.

Counsel: No counsel was present at this meeting.

City Staff Present: City Secretary Conchita Torrez, ED Director Lauren Bush and Police Sergeant Bryce Sawyer.

Guests: Mark McCord, Royce Woods, Sarah & Grant Elliott, Erika McComis, Keith Jones, and Charlie Rose.

Regular Meeting closes and Executive Session begins at 5:34 p.m.

1. An Executive Session closed to the public) and pursuant to Chapter 551, Texas Local Government Code 551.074;Personnel- City Administrator Position

Three Applicants will be interviewed separately **** At 5:00 p.m., City Secretary Conchita Torrez was notified that one of the applicants would not attend the meeting, due to accepting another position.

Executive Session closes and Regular meeting resumes at 8:03 p.m.

2.  Take action if any, regarding deliberation from Executive Session.

At this time, City Secretary asked if there was no action taken and Council Member Mary K. Fair, stated no, there was action taken. City Secretary asked if she would make it in a form of a motion and she stated no, she was giving direction and that MPT Monty Glass would be calling the references on the two applicants that were interviewed, which she objected too, and that City Secretary Torrez would get information for applicants regarding salary, benefit package and a possible Special Called Meeting would be called depending on the situation. 

She also went on to say “There will no longer be, and this is my official word, for Council to come out of the Executive Session saying No Action Taken, when Council has discussed things, and I hope everyone understands why I am saying this. I want us to be transparent with the citizens of Seymour who have a right to know what is taking place. We are here for the citizens of Seymour, not for our own interest. Thank You”.

3.  Discuss, consider, and give direction to City Secretary regarding lot described as 410 N. Tackitt Street, Legal Description is Lot 1, Block 28, McLain Addition, Seymour.  

A motion was made by Council Member Brian Broome, seconded by Council Member Lan Winn, to allow City Secretary Torrez to place a Bid Notice in the Banner for described property at 410 N. Tackitt Street.

Motion carried with 4 Yeas and 1 Nay by Council Member Mary K. Fair, due to council not placing a minimum bid on the property.

4.  Discuss, consider, and give ED Director Lauren Bush direction regarding building information located at 1007 Kenning Drive.  

ED Director Lauren Bush gave a presentation regarding Commercial Building located at 1007 Kenning Drive, also known as Kenning Global

Technologies, Inc. Lauren presented the Mayor and Council with information regarding the building. Lauren stated that Mr. Fan wanted to see if the City of Seymour was interested in making a proposal on this building. This building comes with 10 acres and the building itself is just under 25 thousand square feet, along with office space. There is a ceiling, but no roof.

Charlie Rose asked to address the council and stated that he had just gotten off the phone with a friend of his in the Metroplex who had been in the building business for over 20 years. Charlie also stated that this would be a good investment for the City of Seymour and gave some cost figures for the council to consider. After a lengthy discussion regarding this agenda item, Council agreed they would like to view the inside of the building before making any decisions and calling a Special Called Meeting afterwards. City Secretary Torrez is to post a Possible Notice of Quorum for Monday, February 8, 2021 at 5:15 p.m. followed by a Special Called Meeting at 6:00 p.m., at the Portwood Art & Civic Center.   

5. Adjournment by Council Member Lan Winn, seconded by MPT Monty Glass at 9:01 p.m. Motion carried 5/0
