Meeting Minutes
A City Council Meeting, to be held on Thursday, January 15, 2026, with EXECUTIVE SESSION beginning at 6:00 p.m. in the City Hall Conference Room & REGUALR MEETING beginning at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have a need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 3 Business Days in advance. The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

PUBLIC HEARINGS
CONSENT AGENDA
- Approval of the December 18th, 2025 Regular City Council Meeting Minutes.
- Approval of the City of Seymour Accounts Payable Bills for the month of
December 2025. - Approval of the Quarterly Investment Report
- Approve Resolution 1599 – Tree Planting Committee
Motion to approve the consent agenda as presented by Billy Henricks , 2nd by Debbie Gillispie . Vote 5-0. Motion passes.
ACTION ITEMS
- Discuss, Consider, and Take Action concerning Variance request at 1200 N Cedar by Cody Holub
a. Discussion had included that the original permit was for 4 units only, storage units have been approved earlier last year, and many improvements have been made on the property. Mr. Holub is requesting to have an additional 6 hook up placed on the property.
b. Motion to approve variance for an additional 6 RV hookups made by Lan Winn, 2nd by Debbie Gillispie. Vote 5-0. Motion passes. - Presentation of TDA Form A1024 CDBG Section 3 Goals and Concepts as related to the CDBG Program and Grant Contract CDV23-0141.
a. Motion to approve by Nancy Townley, 2nd by Skyler Henricks. Vote 5-0. Motion passes. - Consideration and Possible Action to Award Construction Contract for CDBG TDA 2023 Grant Project #CDV23-0141.
a. Motion to award CACO Technologies INC the CDBG TDA 2023 Grant Project #CDV23-0141 for $434,530.00 made by Nancy Townley, 2nd by Billy Henricks. Vote 5-0. Motion passes. - Discuss, Consider, Take Action concerning Ordinance 2026-01
a. Dr. Jeff Brasher – Legal counsel today gave direction that this is an Electrical Policy, not requiring an ordinance as previously thought. The Policy title is Electrical Service Compliance with NEC Standards. Hardship Grant would come from tax payers and that recovery will come overtime from the customer to cover the costs that could be $600-$800.
b. Motion to approve the Electrical Upgrade Policy by Lan Winn, 2nd by Skyler Henricks. Vote 5-0. Motion passes - Discuss, Consider, Take Action concerning the Racial Profiling Report
a. Chief Bryce Sawyer – State law requires this is filled out by end of March every year and I am required to provide you a copy. We also had zero officer complaints.
b. Nancy Townley – Have we had any officer complaints?
i. Bryce Sawyer – No, we have not.
c. Motion to approve the Racial Profile Report made by Lan Winn, 2nd by Debbie Giollispie. Vote 5-0. Motion passes. - Discuss, Consider, Take Action concerning Resolution 1598 Ordering an Election
a. Motion to approve Resolution 1598 to Order the Election made by Lan Winn, 2nd by Skyler Henricks. Vote 5-0. Motion passes. - Discuss, Consider, and Take Action concerning the Water Well Road easement request for funds.
a. Dr. Jeff Brasher – The requester owes tax payers $500-$600 and the easement does not include language that says money is owed to them. It is my suggestion we do not pay the requester. And practice has been in the past that as maintenance needs to be done then we were contacted and we would do said maintenance.
b. Motion to deny the request for reimbursement for road maintenance, 2nd by Lan Winn, Vote 5-0, Motion passes.
ACTION REGARDING EXECUTIVE SESSION
- Discuss, consider, and take action regarding Personnel
a. No Action - Discuss, consider, and take action regarding Consultation with attorneys regarding Special Utility District Baylor Water.
a. No Action - Discuss, consider, and take action regarding Executive Session, on an agenda that requires consultation with City of Seymour Attorney

Councilman Debbie Gillsipie gave her resignation, effectively immediately
