Meeting Minutes January 16, 2025
A Regular City Council Meeting, to be held on Thursday, January 16, 2025, at 7:00 p.m., at the Seymour City Hall, 301 N Washington, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with eh Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance. The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:
OPEN MEETING – 7pm
Call to Order, Roll Call and Pledge of Allegiance by Mayor Mark McCord.
Attendance: Councilmen Lan Winn, Billy Henricks, Skyler Henricks, and Debbie Gillispie. Mayor Mark McCord, Administrator Jeff brasher, City Secretary Lauren Bush, Chief of Police Bryce Sawyer. Announcements by Mayor Mark McCord and/or MPT Monty Glass
Mayor recognized the fires and other tragedies throughout the nation, mentioned how fortunate we are to have the emergency services we do and that we must remain vigilant to ensure tragedies like these do not befall us, and if so they are handled swiftly.
City Administrator Dr. Jeff Brasher recognizes Kay Bradley and Carla Selman for their dedication to the Lighted Christmas display in the park.
CITIZEN COMMENTS
Gary House – Addressed council concerning the TMl Boot Camp activities associated with reconciliation of bank accounts and other financial department happenings. Suggested budgeting for staff to attend Tyler Tech software trainings to stay up to date.
Robert Golding – Concerned about idling trucks causing a sound disturbance and would like the ordinance governing that to be reviewed.
Rebecca Golding – Would like council to follow their agenda and not move executive session around forcing the public to be displaced throughout the agenda versus just at the end.

Council gave direction to staff to follow up on property located at 700 N River and 306 N Foley
PUBLIC HEARINGS
Conduct a Public Hearing is to discuss business office hours and other departments working days as it pertains to maintaining a 40 hour week in a 4 day or 4.5 day work week that will not compromise the quality of customer service to our citizens.
Comments were made by staff and the public concerning this matter. Specifically Sid and Dana Winn who, along with Rebecca Golding, expressed concern for a 4 day work week, the noise that may be created working earlier in the morning, and how holidays would be effected.

39-42 PG Approval of the December 19th, 2024 Regular City Council Meeting Minutes.
43-55 PG Approval of the City of Seymour Accounts Payable Bills for the month of
December 2024.

57 PG Approve Resolution 1580 for the Solid Waste Grant through NorTex Regional Planning Commission
Motion was made to accept the consent agenda as presented by Skyler Henricks, 2nd by Debbie Gillispie. Vote 4-0, Motion passes
ACTION ITEMS
59-65 PG Discuss, Consider, Take Action concerning the 2025 Seymour Youth Leadership Project, with presentation from Heaven Betts & Jeramiah Fobbs with mentors Joy Self & Lauren Bush
Presentation for a proposed Dog Park to be located at 701 N East St. This would be their 2025 Seymour Youth Leadership Project. Youth are asking to be allowed to use the property that is owned by the City. This would be offered as a safety and tourism project with fencing and signage. It also plays to the beautification efforts being made in our community right now.
Maintenance would be done by the City and the kids will do fundraising. Zoning is required. Off street parking is addressed. Staging area was discussed.
Motion to approve project by Skyler Henricks, 2nd by Billy Henricks. Vote 4-0, Motion passes.

NO PG Discuss, Consider, Take Actionauthorizing theCity of Seymour to issue requests for proposals for administrative services (RFP) and requests for qualifications (RFQ) for the 2025 Texas Community Development Block Grant Program, Downtown Revitalization Program, administered by the Texas Department of Agriculture.
Motion to move forward with proposals for administrative services (RFP) and requests for qualifications (RFQ) for the 2025 Texas Community Development Block Grant Program made by Billy Henricks, 2nd by Lan Winn. Vote 4-0. Motion passes.
66-76 PG Discuss, Consider, and Take Action concerning Gaming Rooms inside the city limits
Lots of discussion was had with Clint Knowles and Grant McMillin concerning game rooms.
Motion was made to continue research on ordinance and have a meeting with a public hearing at the next meeting made by Skyler Henricks, 2nd by Lan Winn. Vote 4-0. Motion passes.

Council, staff, and public made comments towards this topic.

Motion was made to excuse November absences made by Debbie Glass, 2nd by Lan Winn. Vote 4-0, motion passes.
