MEETING MINUTES – January 18, 2024

Public Notice of Open Meeting

A Regular City Council Meeting, was held on Thursday, January 18, 2024, at 7:00 p.m., at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempted to make its meetings accessible to all its citizens. If there was need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance.  The agenda was also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

OPEN MEETING – 7:00pm

  • Call to Order, Roll Call and Pledge of Allegiance by Mayor Mark McCord.

CITIZEN COMMENTS

Kim Stevenson – Requested that some allowances be made for the executive sessions where meeting attendees are displaced.  Would like council to consider a heater for the winter months and something to aid with the heat in the summer.

Discussed the Spring Fling Car Show happening in May 2024

  • Layton McAdams Story Walk presentation

Proposed a “reading walk” as a scholarship project that he would execute in the park for the duration of a year.  Maintenance would be provided by Layton McAdams.

    • Document Management & Records Retention Policy
    • ARPA Anti-Fraud Waste & Abuse (AFWA) Plan
    • American Rescue Plan Act State & Local Fiscal Recovery Funding – Financial Management Policies & Procedure
  • Approval of Resolution No.1561, amending Resolution No. 1552 “The Operating Budget for the City of Seymour for Fiscal Year 2023-2024” adding additional funding to line item #01-401273:  Education & Training by transferring funds from the line item #01-401151: Electric Repairs & Supplies
  • Approval of Resolution No. 1562 for Body-Worn Camera Grant Program, FY 2025, USDA Grant Funds grant submission

Motion to approve the consent agenda made by Billy Henricks and 2nd by Monty glass.

Motion to approve project made by Monty Glass and 2nd by Lan Winn.
Motion passes 4-0

EXECUTIVE SESSION

  1. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071: Consultation with attorneys regarding Special Utility District Baylor Water.
  2. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551. 071: An agenda item that requires consultation with City Attorney.

No action was taken at this time.

Motion to adjourn meeting was made by Billy Henricks and 2nd by Monty Glass. 
Motion passes 4-0
