MEETING MINUTES
JULY 27, 2021
A Special Called Meeting of City Council was held on Tuesday, July 27, 2021, at 7:00 p.m., 800 E. Morris Street, Portwood Art & Civic Center.
1. Call to Order/Roll Call/Pledge of Allegiance by Mayor Jon Hrncirik
Mayor Jon Hrncirik called the meeting to order at 7:01 p.m.
Council present: Mayor Jon Hrncirik, MPT Monty Glass, Council Member
Les Hons, Council Member Brian Broome, and Council Member Jay Hudson
Council absent: Council Member Lan Winn
Counsel present: City Attorney was not present at this meeting.
City Staff: City Administrator Jeffrey Brasher Ed. D, City Secretary Conchita Torrez, ED Director Lauren Bush, Water/Sewer Supervisor Robert Torrez
Guest(s): Nancy Boone, Kimbra Dreyer, C. Rose, MK Fair, Mark McCord
2. Consent Agenda
a.) Approve the meeting minutes from June 10, 2021, June 15, 2021, June 17, 2021, and June 29, 2021.
Motion made by MPT Monty Glass, seconded by Council Member Jay Hudson, to approve meeting minutes as presented. Motion carried 4/0
3. Regular meeting closes and Public Hearings begin
Public Hearings
a.) A Public Hearing to discuss change of language for Temporary Service and/or changing of Service Entrance.
ED Director Lauren Bush explained that this was the second public hearing regarding this line item. The language regarding Temporary Service and/or changing of Service Entrance had been changed to have a set time period. This change is regarding Ordinance No. 2021-10, Section 7: Miscellaneous Service Charges.
Note: MPT Monty Glass signed a Conflict of Interest Form and abstained from all discussion and vote on this agenda item.
b.) A Public Hearing to discuss a proposed, but not constructed, alleyway primarily located on Lots 1-2, Block F of the Miller’s Addition & a proposed, but not constructed, alley way extending 20 ft to the South on to Lots 3-4, Block F of the Miller’s Addition. Also, 50 ft of South River Street, abutting the Western boundary of Lots 1, Block F of the Millers Addition, and a small parcel of land, also known as 206 S. Arkansas, of the Miller’s Addition may conclude sale of property.
ED Director Lauren Bush explained that Ms. Lisa Casillas Evans had requested that portions of the mentioned lots with council approval , have the alleyway and a small parcel of land, also known as 206 S. Arkansas Street, closed in order for her to conclude the sale of her property.
4. Discuss, consider, and take action to approve Ordinance No. 2021-10, defining Temporary Service and/or changing of Service Entrance, as described in Section 7, page 10 SECTION 7: MISCELLANEOUS SERVICE CHARGES. Said section will read as follows:
SECTION 7: MISCELLANEOUS SERVICE
TEMPORARY SERVICE AND/OR CHANGING OF SERVICE ENTRANCE
Temporary Service is service through a “service entrance” that is temporarily installed. This “temporary service” may be during repair of an old residence or for any other service of a temporary nature. This would include changing a “house service” to a “meter pole service” or to change from a “meter pole” to the “house”. This “temporary service” will also apply to non-residential service. The fee for this service shall be $25.00.Temporary Service shall not exceed 6(six)months, but can be renewed, if deemed necessary by the City Administrator.
Motion made by Council Member Brian Broome, seconded by Council Member Les Hons, to approve Ordinance No. 2021-10, regarding Temporary Services. Motion carried 4/0
5. Discuss, consider, and take action to approve Ordinance No. 2021-
11, regarding the closing of street/alleyway as requested by owner of 206 S. Arkansas Street.
Motion made by Council Member Les Hons, seconded by Council Member Jay Hudson to approve Ordinance No. 2021-11, closing alleyway regarding 206 S. Arkansas Street, by owner Lisa Casillas Evans.
Motion carried 3 yeas and MPT Monty Glass abstained from all discussion and vote.
6. Discuss, and review changes made to the City of Seymour Budget for Fiscal Year 2021-2022, presented by City Administrator Jeffrey Brasher. No action will be taken on this agenda item.
This agenda item was placed erroneously on the agenda. No discussion was had. Moved on to agenda item #7.
7. City Council will go into a Workshop regarding Cyber Security, Open Meetings and Public Information.
In order to comply with the Open Meeting Act and Public Information Act, City Council viewed two videos regarding this information and obtained their certificates. Some council members did this as a refresher and updated information by the Attorney General.
8. Adjournment of meeting
Motion made by Council Member Brian Broome, seconded by Council Member Les Hons, to adjourn meeting at 9:55 p.m.
