SPECIAL CALLED MEETING MINUTES

Seymour City Council

JULY 5, 2019

 

 

A Special Called Meeting of the City Council of Seymour was held on  Friday, July 5, 2019,

at 6:00 P.M. at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX  76380.

Call to Order, Roll Call and Pledge of Allegiance by Mayor Jon Hrncirik at 6:00 p.m.

Council present: Mayor Jon Hrncirik, Lan Winn, Paula K. Vaden and Mary K. Fair

 

Council absent: Brian Broome and MPT Monty Glass

 

City Staff present: City Administrator Steve Biedermann, City Secretary Conchita Torrez,

Finance Director Mary Griffin,  Part-time Accounts Payable Deana Thetford, Water/WWTP

Supervisor Robert Torrez and ED Director Lauren Bush.

 

Guest: Destini Fernandez, Liz Miller, Joe Myers, Sarah Starnes, Grant Elliott, Gilbert

Railsback, Jerry Kuhler, Tammie Cook, Brian Cook, Mark McCord, Tim Hall, Gidget Miller,

Jessica Myers.

 

  1. Discuss, consider and take action regarding FundView information as presented by

Brian Cook.

 

Mr. Brian Cook with FundView answered questions for City Council regarding software.

No action was taken on this agenda item as Mr. Cook was there to answer questions that the

Council might have before a decision is made. It will be presented on the July 15, 2019,

Special Called Meeting for Council approval.

 

Regular meeting will close and Public Hearing will begin at 6:30 p.m.

 

First Public Hearing regarding Electric Rates

 

  1. A Public Hearing regarding Electric Rates, provided by the City of Seymour.

Mayor Hrncirik welcomed everyone to the meeting and asked if anyone had any

questions/comments regarding our electric rates.

 

Mr. Gilbert Railsback introduced himself and addressed the Mayor and City Council.

He stated his concerns were regarding the high electric rates and asked what the city had in

mind to change it ?

 

Mr. Jerry Kuhler also stated that he had attended the meeting to see what the city’s plans were regarding our electric rates.

 

Council addressed both of these citizen’s by stating that while there was nothing we could do

regarding the past contract, the city has met with LCRA and in 2021, will negotiate a rate for

our customers.

 

Gidget Miller addressed the Mayor and Council regarding the utility bills and concerns regarding her due date.  She feels that the City does not work with the citizens regarding

extensions.

 

Mr. Grant Ellliott addressed the Mayor and City Council regarding the Public Hearing. He asked what was the KW rate at this time and what did the Council intend to do to help the citizens out.

He also asked City Administrator what the new rate would be when the City enters into a new contract with Lower Colorado River Authority.  Biedermann stated that, that information is not pubic record at this time.

 

The City of Seymour assured everyone that the City will continue to seek ways to lower rates and a final decision will be made and approved at the July 15, 2019, Special Called Meeting.

 

Mayor Hrncirik thanked everyone for their comment, questions and concerns.

 

Public Hearing Closes and Regular Meeting resumes  at 7:05 p.m.

 

  1. Adjournment by Council member Lan Winn, second by Council member Paula K. Vaden,

to adjourn meeting at 7:06 p.m.  Motion passed unanimously.
