June 19, 2025 Meeting Minutes

A Regular City Council Meeting, was held on Thursday, June 19, 2025, at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices were  duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The following agenda was considered:

OPEN MEETING -7pm

  • Call to Order, Roll Call and Pledge of Allegiance by Mayor Mark McCord.
    • In attendance:  Mayor Mark McCord, Councilmen Billy Henricks, Lan Winn, (Remotely) Skyler Henricks, Debbie Gillispie, Staff Lauren Bush, John Davis, and Justin Jones.  Also Katrina Dryer, Steve Dryer, Scarlett, Barbie Donnell, Leonard Estraca, Jaxon Carrington, Kristin Whit, Patricia Knowles, Bill Townley, Nancy Townley, CT Holmes, Pam Hughes Pak, and Ed Slate.

  1. Discuss, Consider, and Take Action to appoint a new council person to Council Place 4
    1. Motion to appoint Nancy Townley as Councilman Place 4 made by Billy Henricks, 2nd by Debbie Gillispie.  Vote 4-0, Motion passes.
  2. Swear in newly appointed Council Place 4
    1. City Secretary Lauren Bush swore in Nancy Townley.
    1. Skyler Henricks exited the meeting.

PUBLIC HEARINGS

  1. Concerning 500 E Ingram – Specific Use permit is to allow for a RV/Travel Trailer to be used as a residence while owner remodels a Trailer House outside of Zoning restrictions and uses said Trailer House as a residence once remodel is complete, storing the RV/Travel Trailer on the premise.
  2. Ordinance 2025-05 Amending Ordinance 2023-05 to increase the Surrender fee from $100 to $140
  3. Ordinance 2025-06 Amending Ordinance 2024-15 for the purpose of increasing Trash Rates, Commercial & Residential
  4. Resolution 1587 Amending the City Council meeting time to be 6pm for Executive Session and 7pm for Regular Session, held on the third Thursday of each month at the City Hall Auditorium, 301 N Washington.

CONSENT AGENDA

  1. Approve of the May 15, 2025 Regular City Council Meeting Minutes.
  2. Approve the City of Seymour Accounts Payable Bills for the month of May 2025.
  3. Approve Ordinance 2025-05 Amending Ordinance 2023-05 to increase the Surrender fee from $100 to $140
  4. Approve the appointment of Lauren Bush as the proxy to the Mayor for NorTex Regional Planning Commission
  5. Discuss, Consider, and Take Action concerning Ordinance 2025-06 Amending Ordinance 2024-15 for the purpose of increasing Trash Rates, Commercial & Residential
  6. Discuss, Consider, and Take Action concerning the Baylor County Appraisal District proposed budget.

  2. Discuss, Consider, and Take Action to remove Monty Glass from City of Seymour Signature Cards and replace with Nancy Townley, pending board placement.
    1. Motion to remove Monty Glass from City of Seymour Signature Cards and replace with Nancy Townley made by Lan Winn, 2nd by Debbie Gillispie.  Vote 4-0, Motion passes.

  3. Discuss, Consider, and Take Action to allow Seymour Helping Hands to move the location of their May 2, 2026 Spring Fling Car Show to downtown and close off certain streets associated with the event.
    1. Motion to approve subject to additional information being presented about road closures made by Lan Winn, 2nd by Billy Henricks.  Vote 4-0, Motion passes.

  4. Discuss, Consider, and Take Action concerning protest of denied Specific Use Permit at 608 N Odom for an RV Park with 10 Parking places.
    1. Kristin White spoke on behalf of owner giving explanations to the request.

    1. Motion to allow for an additional 60 days to remove/sell/or come into compliance made by Lan Winn, 2nd by Debbie Gilllispie.  Vote 4-0, Motion passes.

  3. Discuss, Consider, and Take Action concerning substandard structures at 907 N Main
    1. Property owner has decided to convey the property to the city.  No Action Taken.

  4. Discuss, Consider, and Take Action concerning substandard structures at 401 N Arkansas
    1. Property has come into compliance.  No Action Taken.

  5. Discuss, Consider, and Take Action concerning substandard structures at 301 N Donald
    1. Owner, Ed Slate, addressed council and said that he was working towards moving the house to the Red Spring area.  In the mean time, he was going to remove the roof bc of damage and to prepare for the house movers.  He expressed that the house would not be open to the elements as it had a solid decking under the roof.  Motion to review progress of property in 60 days was made by Lan Winn, 2nd by Billy Henricks.  Vote 4-0, Motion Passes.

  6. Discuss, Consider, and Take Action concerning substandard structures at 807 N Murrie
    1. Motion to allow property owner 60 days to come into compliance made by Lan Winn, 2nd by Debbie Gillispie.  Vote 4-0, Motion Passes.

  7. Discuss, Consider, and Take Action concerning substandard structures at 607 W Pecan
    1. Motion to allow property owner 60 days to come into compliance made by Lan Winn, 2nd by Billy Henricks.  Vote 4-0, Motion Passes.

  8. Discuss, Consider and Take Action concerning the request to open up for bids 900 N Stratton
    1. The City of Seymour must entertain the sell of any publicly held asset if requested.  Motion to open 900 N Stratton for bids made by Billy Henricks, 2nd by Nancy Townley.  Vote 4-0, Motion Passes.

  9. Discuss, Consider, and Take Action concerning Resolution 1587 Amending the City Council meeting time to be 6pm for Executive Session and 7pm for Regular Session, held on the third Thursday of each month at the City Hall Auditorium, 301 N Washington.
    1. Motion to accept Resolution 1587 Amending the City Council meeting time to be 6pm for Executive Session and 7pm for Regular Session made by Nancy Townley, 2nd by Lan Winn.  Vote 4-0, Motion Passes.

  10. Discuss, Consider, and Take Action concerning a Dilapidated Properties Interlocal Agreement, presented to the taxing entities, concerning Baylor County Appraisal District owned dilapidated properties and a proposed method of abatement.
    1. Motion to approve Dilapidated Properties Interlocal Agreement as provided made by Lan Winn, 2nd by Debbie Gillispie.  Vote 4-0, Motion Passes.

  11. Discuss, Consider, and Take Action concerning Ordinance 2022-11 that states “Provided that the swimming pool is NOT rented out to a private party, from 6:00 p.m. – 8:00 p.m., members may swim from 7:00 a.m. – 9:00 p.m., and ONLY if “Lifeguard Not on Duty Sign” is posted.”
    1. After lengthy discussion, no action was taken.

  12. Discuss, Consider, and Take Action concerning mulching of the brush pile at the City Transfer Station
    1. Motion to accept the Bid for $22,000 from Thenland to mulch the brush pile made by Nancy Townley, 2nd by Debbie Gillispie.  Vote 3-0.  Lan Winn abstained.  Motion Passes.

EXECUTIVE SESSION

  1. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071: Consultation with attorneys regarding Special Utility District Baylor Water.
  2. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551. 071: An agenda item that requires consultation with City Attorney.
