Meeting Minutes – March 19, 2026

A Regular City Council Meeting, to was held on Thursday, March 19, 2026, at 7:00 p.m., at the Seymour City Hall, 301 N Washington, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The agenda is posted at City Hall & also posted on the city’s website at www.cityofseymour.org, with the following agenda considered:

6PM – EXECUTIVE SESSION – Not convened

  1. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071, Consultation with attorneys regarding Special Utility District Baylor Water.
  2. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551. 071: An agenda item that requires consultation with City Attorney.

• Call to Order, Roll Call and Pledge of Allegiance by Mayor Mark McCord.

• Announcements by Mayor Mark McCord and/or MPT Billy Henricks
o Mayor – Audits are basically caught up and will be presented in April, but will be delivered on time by March 27th. Texas Municipal League has decided to focus on Seymour with an Article on Clean Up Efforts in our community. 3 Tear downs this month, 2 by private citizens. Park has had maintenance and mowed, Police department to be painted soon. SISD golf tournament at the Salt Fork and Panthers tied for first.
• City Administrator Dr. Jeff Brasher recognizes
o Employee Nita Hons on her retirement after 20 years of dedicated service.

  3. Approval of My EDO Workshop for March 25th, 2026 at City Hall beginning at 11am.
    a. Motion to accept the consent agenda as presented made by Billy Henricks & 2nd by Nancy Townley. Vote 3-0. Motion passes.

ACTION ITEMS

  1. Discuss, Consider, and Take Action on bids received on a new Vac Trailer
    a. City Administrator suggested that the item be tables
    b. Motion to table item #6 by Lan Winn & 2nd by Billy Henricks. Vote 3-0. Motion passes
  2. Discuss, Consider, and take action Ordinance 2026-02 to cancel the May 2026 Special Called election due to no candidates
    a. Motion to accept ordinance 2026-02 to cancel the May 2026 Special Called election made by Nancy Townley & 2nd by Lan Winn. Vote 3-0. Motion passes
  3. Discuss, Consider, and Take Action to approve Spring Clean up week as April 6th thru Saturday 11th, allowing for the free disposal of brush at the Transfer Station for Residential customers, not commercial, and adjusting the Transfer station hours to include Monday.
    a. Motion to approve Spring Clean up Week for brush only April 6th thru 11th made by Billy Henricks & 2nd by Lan Winn. Vote 3-0. Motion passes.
  4. Discuss, Approve, and Take Action concerning the 2025 City of Seymour Audit report.
    a. City Administrator request to table the 2025 Audit Report with assurances that the report would be delivered to the City Secretary by the deadline of March 27th according to the auditor’s last correspondence.
    b. Motion to table item #9 made by Lan Winn & 2nd by Billy Henricks. Vote 3-0. Motion passes.

ACTION REGARDING EXECUTIVE SESSION

  1. Discuss, consider, and take action regarding Consultation with attorneys regarding Special Utility District Baylor Water.
