SPECIAL CALLED MEETING

MARCH 29, 2016

 

A Special Called Meeting of City Council was held on Tuesday, March 29, 2016, at Noon, at 800 E. Morris Street, Portwood Art & Civic Center, Seymour, Texas.

 

Call to Order, Roll Call and Pledge of Allegiance by Mayor Nan Gilbert-Mathis by 12:05 p.m.

 

Council present: Mayor Nan Gilbert-Mathis, Council members Les Hons, David Horton and Jon Hrncirik.

 

Counsel present: Cindy Ayers arrived at 12:08 p.m.

 

Council absent: MPT Monty Glass

 

City Staff present: City Administrator Steve Biedermann, City Secretary Conchita Torrez, Code Enforcement Officer John Byrket and Economic Development Director Lauren Bush.

RECESS SPECIAL CALLED MEETING TO HOLD PUBLIC HEARING (S) AT 12:12 P.M.

 

  1. Conduct a Public Hearing regarding tax incentives for Shopko Stores Operating Co., LLC.

 

Economic Development Director Lauren Bush explained that the City of Seymour had agreed at the January 12, 2016, Regular Meeting, to provide business incentives to Shopko. Shopko is scheduled to open sometime later this year. The City agreed to provide a 5 year incentive on the City’s sales and property tax.  The incentives that the City of Seymour is giving are as follows: First year 100%, Second year 80%, Third year 60%, Fourth year 40% and 20% for the Fifth and final year.

 

No questions or comments were made by visitors at this public hearing. No one spoke for or against this tax incentive.

 

  1. Conduct a Public Hearing regarding a variance to Shopko Stores Operating Co., LLC, by allowing them 74 parking spaces, repealing previous variance.

 

At the January 12, 2016, ED Director Bush stated that Shopko was seeking a parking variance for about 90 parking spaces instead of the 129, required by the zoning ordinance. The lot that Shopko was seeking to purchase had a limited space of about 90.  The variance was granted at this meeting by City Council.

 

Since that time, Shopko representatives have asked to change the variance request from 90 to 74 parking spaces.

 

No questions or comments were made by visitors at this public hearing. No one spoke for or against this parking variance.

 

CLOSE PUBLIC HEARINGS AND REOPEN SPECIAL CALLED MEETING AT 12:12 P.M.

 

  1. Discuss, consider and take action regarding tax incentives for Shopko Stores Operating Co., LLC.

 

Motion made by Council member Les Hons, second by Council member David Horton, to proceed with the previous incentives for Shopko Stores Operating Co., LLC, as agreed upon by City Council. Motion passed unanimously.

 

  1. Discuss, consider and take action regarding variance request to Shopko, allowing them 74 parking spaces repealing previous variance.

 

Motion made by Council member Jon Hrncirik, second by Council member David Horton, to allow Shopko a 74 parking space and repealing previous variance of 90 parking spaces. Motion passed unanimously.

 

  1. Adjournment by Council member David Horton, second by Council member Jon Hrncirik to adjourn the Special Called Meeting at 12:15 p.m.
