A Special Called Meeting of City Council was held on Thursday, May 6, 2021 at 6:00 p.m., 301 N. Washington Street, City Hall Conference Room, Seymour, Texas 76380.

Call to Order/Roll Call/Pledge of Allegiance by Mayor Jon Hrncirik at 6:08 p.m.

Council present: Mayor Jon Hrncirik, MPT Monty Glass, Council Member Lan Winn, Council Member Brian Broome.

Les Hons was present at meeting but is not officially on council as he was sworn in on May 4, 2021, which is too soon as per Texas Government Code 22.006 DATE ON WHICH OFFICERS BEGIN TO PERFORM DUTIES. A newly elected municipal officer may exercise the duties of office beginning on the fifth day after the date of the election, excluding Sundays.

Council absent: None

Counsel present: City Attorney not present

City Staff present: City Secretary Conchita Torrez

Guest(s): Mary K. Fair, Jeffrey Brasher, Amanda Lehman and Jay Hudson

Public Comments:

Mary K. Fair addressed the council that on the Public Comments form it says the time allowed to speak is 3 minutes, but City Council had change it to 5 minutes at the February 18, 2021 meeting. The time allotted for citizens to speak during Pubic Comments is 5 minutes and Agenda Items comments are 4 minutes. Ms. Torrez stated she would get Lauren Bush to correct the form, as she was the one who had created it. Ms. Fair advised the council that there is a hole in the road at the corner of May and Miller Street from a water leak back in February 2021. It was reported to the front desk clerks on April 26, 2021 that the cones have been knocked over and would appreciate the water department to go by and check on it. An additional concern is certain council members are in violation of city ordinances as far as property appearances with debris and overgrown grass and weeds. The council should set an example for the citizens. One of the properties has been that way for over two years. Ms. Fair also congratulated the council for violating the City Nepotism Policy by having a contract with a family member and using public funds to pay a private vendor’s fine. Ms. Fair would like to see these items addressed in a future council meeting. The Mayor and Ms. Torrez thanked Ms. Fair for her comments.

1.   Discuss, consider, and appoint a Council Member to the Baylor County Appraisal District Board.

Mayor Jon Hrncirik passed this agenda item for an explanation to City Secretary Conchita Torrez. Ms. Torrez stated that she had spoken with Mitzi Welch, Interim Baylor County Chief Appraiser, regarding a replacement for Ms. Fair. This item will be placed on the May 13, 2021 Special Called Meeting, due to it needing to be passed in the form of a Resolution.

Regular meeting closes and Executive Sessions start at 6:14 p.m.

Executive Session One closes at 6:54 p.m. and second Executive Session starts

3.   An Executive Session (closed to the public) and pursuant to Chapter 551 of the Texas Government Code, Section 551.074; Personnel; City Administrator Interview applicant number two.

Executive Session Two starts at 6:56 p.m. and closes at 7:44 p.m.

4.   An Executive Session (closed to the public) and pursuant to Chapter 551 of the Texas Government Code, Section 551.074; Personnel; City Administrator Interview applicant number three.

Executive Session Three starts at 7:47 p.m. and closes at 9:00 p.m.

Executive Sessions close and Regular Meeting resumes

5.   Discuss, consider, and take action regarding deliberation in Executive Session One.

Motion made by Council Member Brian Broome, seconded by MPT Monty Glass, to offer Jeffrey L. Brasher, ED.D., the City Administrator position for $65,000 a year. Motion carried with 3 Yeas and 0 Nays.

Motion made by MPT Monty Glass, seconded by Council Member Brian Broome, to adjourn meeting at 9:05 p.m.
