SPECIAL CALLED MEETING MINUTES
MAY 9, 2019
A Special City Council Meeting was held on Thursday, May 09, 2019, at 6:00 p.m., at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas 76380.
Call to Order, Roll Call and Pledge of Allegiance by Senior Councilmember Monty Glass
Council present: Council members Jon Hrncirik, Monty Glass, Mary K. Fair.
Lan Winn arrived at 6:03 p.m.
Council absent:Paula K. Vaden
City Staff: City Administrator Steve Biedermann and City Secretary Conchita Torrez
Guest: Clint Harper, Kathy Harper and Matt Gwinn
- Canvass of Election Returns regarding May 4, 2019, General Election for a two-year
Term for Mayoral Position, Councilmember Place #2 and Councilmember Place #4 as
reviewed by Council Canvass Subcommittee: Council members Monty Glass and Lan
Winn. Presenting the canvass of election results is Election Judge Kathy Harper.
Election Judge Kathy Harper read the Canvass of Election results as follows:
MAYORAL POSITION
Jon Hrncirik 231 votes
Brian Broome 31 votes
Blake D. Laughlin 10 votes
Jon Hrncirik was declared the winner in the Mayoral position
COUNCIL PLACE #2
Cody Holub 132 votes
Paula K. Vaden 137 votes
Paula K. Vaden was declared the winner in the Council Place #2 race
COUNCIL PLACE #4
Mary K. Butler Fair 157 votes
Bradley James 106 votes
Mary K. Butler Fair was declared the winner in the Council Place #4 race.
- Discuss and approve Election Resolution No. 1480, a resolution declaring the results of
the City of Seymour, 2019, General Election.
Motion made by Council member Lan Winn, second by Council member Monty Glass to
approve Resolution No. 1480, declaring the results of the City of Seymour, 2019 General
Election. Motion passed unanimously.
- Statement of Elected Officer administered to Mayor and Council Place # 4 by City
Secretary. ( Council member Place #2, Paula K. Vaden was sworn in at an earlier date)
The Statement of Elected Officer was administered to Jon Hrncirik and Mary K. Fair, by City
Secretary Conchita Torrez.
- Oath of Office administered to Mayor and Council Place #4 by City Secretary.
(Council member Place #2, Paula K. Vaden was sworn in at an earlier date)
Oath of Office was administered to Jon Hrncirik and Mary K. Fair, by City Secretary
Conchita Torrez.
- Elect a Mayor Pro-Tem for a one year term and administer the Oath of Office.
Motion made by Jon Hrncirik, second by Council member Mary K. Fair, to appoint Monty
Glass as Mayor Pro-Tem for Fiscal Year 2019-2020. Motion passed unanimously.
- Discuss, consider and take action to change the May 16, 2019, Regular City Council
Meeting, to May 23, 2019.
Motion made by Council member Lan Winn, second by Council member Mary K. Butler
Fair, to change the Regular City Council meeting to May 23, 2019. Motion passed
unanimously.
- Discuss and approve the Regular City Council minutes from April 18, 2019 and April 23,
2019, Special Called minutes.
Motion made by Council member Jon Hrncirik, second by Council member Monty Glass, to
approve the meeting minutes from April 18, 2019 and April 23, 2019. Motion passed
unanimously.
- Discuss, re-consider and take action regarding Salt Fork guidelines.
After re-discussing this agenda item, City Council chose to leave as presented by City Staff.
A copy of the new guidelines and prices may be obtained at City Hall.
Motion made by Council member Jon Hrncirik, second by Council member Lan Winn, to
approve the Salt Fork guidelines. Motion passed unanimously.
- Discuss, consider and take action to approve the Hotel/Motel Tax Fund request for Bryan
and Myranda Baldwin, dba The Ice House Event Venue, located at 107 N. Oak Street.
No action taken on this agenda item.
- Adjournment by Council member Jon Hrncirik, second by Council member Lan Winn to
close meeting at 6:37 p.m. Motion passed unanimously.
