AMENDING ELECTION RESOLUTION NO. 1489 AND ESTABLISHES PROCEDURES THAT CHANGED THE SEYMOUR ISD GENERAL ELECTION FROM MAY 2, 2020, TO NOVEMBER 3, 2020, DUE TO THE COVID-19 OUTBREAK. CITY SECRETARY CONCHITA TORREZ, SERVES AS THE ELECTION ADMINISTRATOR, AND, THEREFORE, ON BEHALF OF SEYMOUR ISD, MAKES THE FOLLOWING DECLARATION:
WHEREAS, The laws of the State of Texas provide that on Tuesday, November 3, 2020, there shall be an election to place trustees on the Seymour ISD Board and place the following issues before the voters of this City and Baylor County Texas as follows:
A REGULAR GENERAL ELECTION TO ELECT THREE (3) SEYMOUR ISD TRUSTEES
(In no order)
Tim Orsak, Deana Dalton, Cody Jones,
Caleb Bursey, Leslie Hertel, Danny Chism
WHEREAS, the laws of the State of Texas further provide that the Election Code of the State of Texas is applicable to said election, and in order to comply with said Code, a resolution should be passed establishing the procedures to be followed in said election, and designating the voting place for said election.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF SEYMOUR, TEXAS:
THAT all independent candidates at the election to be held on the first Tuesday, in November, 2020, for the above-mentioned office’s filed their application to become candidates with the SISD Superintendent at the SISD Administration Office, located at 409 W. Idaho Street, Seymour, Texas and all applicants shall be on a form as prescribed by Section 141.031of the Election Code of the State of Texas.
The order in which the names of the candidates are to be printed on the ballot shall be determined by a drawing that was held at the SISD Administration Office, as provided by Section 52.094 of the Election Code.
The SISD shall share space with Precinct Three (3) and said election shall be held at the following place:
Baylor County Courthouse-District Courtroom –101 S. Washington Street
The following-named person is hereby appointed judge for said election:
Presiding Judge, Kathy Harper, who shall also serve as the Early Voting Ballot Board Judge and Courtney Browning, shall serve as Alternate Judge.
The clerks for the election will be appointed by the Presiding Judge in number not less than two (2).
The polls at the above designated polling place shall on said Election Day be open from 7:00 a.m. to 7:00 p.m.
Janice Knezek is hereby appointed Early Voting Deputy Clerk. The early voting for the above designated election shall be at the Baylor County Courthouse, Free Library, 101 S. Washington, Seymour, Texas and said place of early voting shall remain open for at least seven and one-half (7 ½) hours on each day of early voting which is not a Saturday, a Sunday, or an official State Holiday. Said place of voting shall remain open between the hours of 8:00 a.m.-12:00 noon and 1:00 p.m. -5:00 p.m. on each day for said early voting. There shall be, pursuant to the requirements of State Law, extended voting on two days during the Early Voting period from 8:00 a.m. to 8:00 p.m., on Monday, October 19, 2020 and October 26, 2020. The above escribed place for early voting is also the early voting clerk’s address to which ballot applications and ballots voted by mail may be sent. Early voting, both by personal appearance and by mail shall be by paper ballots.
Said election shall be held in accordance with the Election Code of this State, and only resident qualified voters of said City shall be eligible to vote at said election.
The Mayor and City Council shall give notice of this election in accordance with the terms and provisions of Section 4.004, 83.010, 85.004, and 85.007 of the Election Code, and all necessary orders and writs for said election shall be issued by the proper authority.
It is further found and determined that in accordance with the orders of this governing body, the City Secretary posted written notice of the date, place and subject of this meeting on the bulletin board located in the City Hall, at a place convenient and readily accessible to the general public, and said notice having been so posted and remaining posted continuously for at least 72 hours preceding the scheduled time of said meeting.

A RESOLUTION ESTABLISHING PROCEDURES TO CALL A SPECIAL ELECTION TO BE HELD SATURDAY, MAY 2, 2020, IN SEYMOUR, TEXAS AND APPOINTING AN ELECTION OFFICIAL.
WHEREAS, the laws of the State of Texas provide that on Saturday, May 2020, there shall be an election to place a candidate for the following office and place the following issue before the voters for this City:
A SPECIAL ELECTION TO ELECT:
Council Member-Place 2 Un –Expired Term
WHEREAS, the laws of the State of Texas further provide that the Election Code of the State of Texas is applicable to said election, and in order to comply with said Code, a resolution should be passed establishing the procedures to be followed in said election, and designating the voting place for said election.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF SEYMOUR, TEXAS:
THAT all independent candidates at the election to be held on the first Saturday in May 2020, for the above-mentioned office shall file their application to become a candidate with the City Secretary of the City of Seymour at City Hall, 301 N. Washington, Seymour, Texas on or before 5:00 p.m. on the forty-fifth day before the election, and that all of said applicants shall be on a form as prescribed by Section 141.031of the Election Code of the State of Texas.
The order in which the names of the candidates are to be printed on the ballot shall be determined by a drawing held by the City Secretary as provided by Section 52.094 of the Election Code.
The City has no precincts, and said election shall be held at the following place:

Said election shall be held in accordance with the Election Code of this State, and only resident qualified voters of said City shall be eligible to vote at said election.
