   PUBLIC NOTICE OF OPEN MEETING

A Regular City Council Meeting will be held on Thursday, November 17, 2022, at 7:00p.m. at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas,76380.All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002(c). The City of Seymour attempts to make its meetings accessible to all of its citizens. If you have need of auxiliary aids, please notify the ADA Coordinator at 889-3148, at least 48 hours in advance. The following agenda will be considered:

1.  Call to Order, Roll Call and Pledge of Allegiance by Mayor Jon Hrncirik

2.   Prayer

3. Executive Session (s)

(a)  An Executive Session (closed to the public) and pursuant to Chapter 551 of the Texas Local Government Code under section §551.071; Consultation with City Attorney, regarding:

(1) Contemplated litigation with Baylor Special Utility District concerning the

1994 water supply and treatment agreement with the city and potential settlement; and

(2) Councilmember training and discussion of open government laws, ethics, potential conflict of interest, and liability potential.

(3)  Personnel Matters

b.  An Executive Session (closed to the public) pursuant to Section 551.074, of the Texas Local Government Code, Personnel:

9.   Public Hearing (s)

a.) Second and Final Public Hearingregarding an applicationfor a re-zoning request by Derek Dalton, concerning subdivision of Lot 13, Block 8, of the Original Seymour Addition, comprised of .116 acres, located at 120 S. Washington Street, in Seymour Texas.

b.) Second and Final Public Hearing regarding an application for Zoning Specific Use permit request by Chris Orsak, concerning Subdivision of Lot 10, Block 1, of the S-D Addition, comprised of .160 acres, located at 312 W. 13th Street in Seymour, Texas.  This shall also include permission for a recreational vehicle to be used as a residence on an R-1 zoned lot.

c.) First Public Hearing regarding the Hotel/Motel Tax Ordinance, creating and updating regulations/guidelines for existing ordinance.   

10.     Action Item(s)

a.) Discuss, consider, and take action regarding City of Seymour, Sick Leave Incentive.

b.)  Discuss, consider, and take action regarding a Re-Zoning request from Derek Dalton, for location at 120 S. Washington Street.

c.)  Discuss, consider, and take action regarding Zoning Specific Use Permit as requested by Chris Orsak, including permission for a recreational vehicle to be used as a residence on an R-1 zoned lot.

d.)  Discuss, consider, and take action regarding (Request for Proposals) RFP’S regarding Professional Audit Services, for the 2021-2022, City of Seymour Fiscal Year.

e.)  Discuss, consider, and take action to approve Resolution No. 1535 , appointing a Council member to the Baylor County Appraisal Board for a one year term.    

f.)   Discuss, consider, and take action regarding an update on Wood Chipping Project.

g.)  Discuss, consider and take action regarding Seymour Helping Hands (representative, Kim Stevenson) request to approve 2nd Annual Spring Fling , Saturday, May 6, 2023.

11.  Remove tabled agenda item #9 (f) (Lowe Stout Building) from the October 20, 2022, agenda item, and place back on the table for discussion in the form of a motion/second.

 12. Discuss, consider, and take action approving the sale of Lowe Stout Building to Seymour ISD, in the amount of $10 K, included is approval of agreement.

(as required on an annual basis.)
