MEETING MINUTES

NOVEMBER 23, 2021

A Rescheduled Regular City Council Meeting was held on Tuesday, November 23, 2021, at 7:00p.m. at the Portwood Pavilion, 800 E. Morris Street, Seymour, Texas, 76380.

1Call to Order, Roll Call and Pledge of Allegiance by Mayor Jon Hrncirik

Mayor Hrncirik called the meeting to order, along with roll call and cited the Pledge of Allegiance at 7:00 p.m.

Council Members present: Mayor Jon Hrncirik, MPT Monty Glass, Council Members Les Hons, Brian Broome, Jay Hudson, and Lan Winn.

Counsel present:  City Attorney was not present at this meeting.

City Staff present:  City Administrator Dr. Jeffrey Brasher, City Secretary Conchita Torrez, Police Chief Mike Griffin, Police Sergeant Bryce Sawyer, Police Clerk Sharria Dalton, Animal Control Office Samantha Hamilton, Street Department- Transfer Station Attendee John W. Byrket, Water/Sewer/RO Plant Supervisor Robert Torrez, and Economic Development Director Lauren Bush.

Guest:  Destini Nava, Ray Bertrand, Courtney Gann, Karol Burkes, Glenn Howe, Ryan Stafford, Nancy Boone, Mark McCord, Jerica Myers, Brier Pierce, Rodney Hrncirik, Beth Hrncirik, Mary K. Fair, Kellan Myers, Darrell Adams

2.   A Council Member to lead the meeting in Prayer

Council Member Lan Winn lead the meeting in prayer

3.  A Council Member to read the City of Seymour Mission Statement & City of Seymour Values.

Council Member Jay Hudson read the Mission Statement and Values regarding the City of Seymour.

4.   Announcements from Mayor Jon Hrncirik and the reading of Diabetes Proclamation

Mayor Hrncirik read the Diabetes Proclamation and recognized 3 year old great-nephew, Kellan Myers who has been diagnosed with this disease.

5.   City Administrator Report

                        a.)  Christmas Employee Party          

                        b.) Christmas Tree Lighting

                        c.)  Thank You Acknowledgement  

a.)   Dr. Jeffrey Brasher announced that the City of Seymour Employees’ Christmas would be held on December 10, 2021 at SFRC. 

b.)   The Christmas Tree Lighting would take place before the Christmas Parade on December 9, 2021.  A Proclamation will also be read by Mayor Hrncirik.

c.)   Dr. Brasher read a Thank You Acknowledgement from the Baylor Co. Museum thanking the City for their continued contributions.

7.   City Administrator Dr. Jeffrey Brasher to recognize Employee of the Month & Department of the Month.

Employee of the Month was John Byrket and was recognized as a valuable employee who keeps the transfer station running smoothly.

Department of the Month was the Seymour Police Department.  The Seymour PD has been running short handed for numerous months but continue to fight crime and keep our community safe, stated Dr. Jeffrey Brasher.  

At this time, Council Member Brian Broome was recognized for his service and dedication as Council Member Place 3.  A short recess was taken, and cake was served to all that were in attendance. 

At 7:28 p.m., Mayor Hrncirik called the meeting back to order.

8.     Action Item(s)

                        a.) Discuss, consider, and take action regarding City of Seymour, Sick Leave

Incentive.

Mary K. Fair spoke during this agenda item

Motion made by MPT Monty Glass, second by Council Member Jay Hudson.                 Motion carries 5/0 to pay employees 40% of their sick leave incentive

b.) Discuss, consider, and take action to modify current Sick Leave Incentive        Policy.

No action taken on this agenda item

c.)  Discuss, consider, and take action regarding Bank Depository RFQ’s,

received for the City of Seymour.

Motion made by MPT Monty Glass, second by Council Member Les Hons, to        accept proposal for Bank Depository from Peoples Bank .  Motion carries 5/0

d.)  Discuss, consider, and take action regarding a second request extension from

Jake Willden, for a Specific Use Permit, property known as 1100 N. Foley.  

Courtney Gann spoke on behalf of Jake Willden

Motion made by MPT Monty Glass, second by Council Member Lan Winn, to grant Jake Willden, an extension for property at 1100 N. Foley.  Motion carries 5/0.

e.)   Discuss, consider, and take action regarding 910 E. Nevada Street, VFW Hall Building(s) and/or property.  

                        Glenn Howe and Karol Burkes spoke regarding this agenda item.

                        Motion made by Council Member Jay Hudson, second by Council Member Lan                 Winn, to place VFW Hall up for bids, with a proposal and place as

commercial/building. Motion carries 2 yeas (Hudson & Winn) and 3 nays (Glass,

Broome & Hons, with nays .  Nays have the final say.

Mayor Hrncirik proceeded to ask if another motion or option would like to be

discussed.  Motion made by Council Member Brian Broome, seconded by MPT

Monty Glass, to table this agenda item for 6 months to give the VFW Hall

Organization time to remove their items and properly return the veterans

memorabilia to their families. Motion carried with 3 yeas (Hons, Glass and

Broome) and 2 nays (Winn and Hudson. 

f.)   Discuss, consider, and take action regarding quotes received for IT Services,

for the City of Seymour and Seymour Police Department.

After a lengthy discussion by Representative Ray Bertrand for CTSI out of

Lubbock Texas.  Two more IT Companies submitted bids but were not present. 

A motion was made by MPT Monty Glass, second by Council Member Jay

Hudson, to accept bid from CTSI for the amount of $73,277.19 up front to

upgrade the IT infrastructure and a monthly fee for service.  The project will

begin next week.

Motion carries with 3 yeas (Glass, Hudson & Winn) and 1 nay (Hons) and Council Member Brian Broome abstaining.

g.)  Discuss, consider, and take action to accept or reject Water Improvement

Project #7220430.     

Motion by MPT Monty Glass, second by Council Member Les Hons, to table this agenda item until some modifications have been done to this project and then it will be brought back to Council for consideration.  Motion carries 5/0.

h.)   Discuss, consider, and approve Resolution No. 1518, to select engineering

service provider(s) to complete project implementation for the American Rescue

Plan Act (ARP ACT) funding administered by the U.S. Department of the

Treasury, other Federal or State Agency.

Motion made by Council Member Les Hons, second by MPT Monty Glass, to

accept Resolution No. 1518, and authorizing Jacob & Martin as engineers for the

ARP Act Program.  Motion carries 5/0.

   9.                      Consent Agenda: Consider approving as follows:

                        a.) Approve August 5, 2021 Meeting Minutes

                        b.) Financial Report

                        c.) Employee List & Salt Fork Golf Membership Total ( 107 )

                        d.) Supervisor Written Reports

                        e.) Discuss, consider, and take action regarding City of Seymour bills paid the

month of October 2021, excluding payments paid to James Brian Broome.   

                        Council reviewed the consent agenda items and Mayor entertained a motion.

                        Motion made by MPT Monty Glass, second by Council Member Brian Broome,

to accept consent agenda as presented.  Motion carries 5/0

10.                   Discuss and take action to approve James Brian Broome’s account payable                 bill paid the month of October 2021.

            Motion made by Council Member Les Hons, second by MPT Monty Glass, to        approve James Brian Broome’s bills paid the month of October 2021. Motion          carries 4/0 with Council Member Brian Broome abstaining from discussion or            vote.

11.       Discuss, consider, and take action to approve Resolution No. 1519, appointing a Baylor County Appraisal Board Member for a one year term.

            Motion made by Council Member Jay Hudson, second by MPT Monty Glass, to appoint Les Hons, by Resolution No. 1519, to the BCAB for a one year term.

            Motion carries 4/0 with Council Member Les Hons abstaining from vote.

12.       Discuss, consider, and take action to accept letter of resignation, from Council  Member  Brian Broome during the November 23, 2021, Regular City Council Meeting.      

Mayor Hrncirik spoke during this time and thanked Council Member Brian Broome for his time served as a council member.  Mayor Hrncirik went on to say that Council Member Broome had taken a position in Temple Texas and would be moving soon.

Motion made by Council Member Les Hons, second by MPT Monty Glass to accept Brian Broome’s resignation.  Motion carries 4/0 with Mr. Broome abstaining from vote.

13.       Adjournment of City Council Meeting      

            Motion made by MPT Monty Glass, second by Council Member Lan Winn, to

adjourn meeting at 9:19 p.m.  Motion carried 4/0
