November 30, 2020
A Special Called City Council Meeting was held on Monday, November 30, 2020, at 6:00 p.m. at City of Seymour Conference Room, 301 N. Washington St., Seymour, TX 76380.
This meeting was also streamed live on Facebook.
CALL TO ORDER/ ROLL CALL/PLEDGE OF ALLEGIANCE by Mayor Jon Hrncirik at 6:00 p.m.
Council Present: Mayor Jon Hrncirik, Council Member Mary K. Fair, Council Member Lan Winn, Council Member Brian Broome, Council Member Monty Glass and Council Member Brenda Miller

ANNOUNCEMENTS FROM THE MAYOR: None
Discuss, consider and take action regarding bids received for the possible
purchase of a new Rodding Machine for the Sewer Department.
Robert Torrez addressed the Council regarding this agenda item.
After some discussion, a motion was made by Brenda Miller to buy the Rodding
Machine for the Sewer Department for $73,727.60 with the Lease Agreement with the
first payment due October 2021, which gives the Council time for budgeting. This
motion is contingent upon whether there will be penalties or not to pay off the balance
in full. If there are penalties, the council will meet again to discuss their options. Motion
was seconded by Monty Glass, motion carried 5-0.
Discuss, consider and take action regarding the operations and possible
reopening of the Shooting Grounds.
Todd Hrncirik presented the council with copies of pictures of the pistol range area to
give the council an idea of what took place out there when there were two incidents of
gun shots going over the berm. Todd expressed the need for a rule/regulations book
and to consider making the shooting range a private club. It was recommended to
purchase a rule book from the NRA, consider a gate lock system and consider lowering
the targets. After a lengthy discussion, a motion was made by Brian Broome to keep
the range closed pending the NRA rule book being purchased and reviewed, the rules
put in place, a key lock system evaluated, lower the targets and then reevaluate
opening the shooting grounds once all of these are in place, seconded by Monty Glass,
motion carries 5-0.
Discuss, consider and take action regarding a budget adjustment for the
Communication Reliability Project Grant #3947001 for the Police Department.
A motion was made by Monty Glass and seconded by Brian Broome to approve a
budget adjustment for the grant, motion carried 5-0.
Discuss, consider and take action regarding Coronavirus Relief Funds in the
amount of $22,854.25.
A motion was made by Monty Glass to move the $22,854.25 into the special Economic
Development Fund and address this item again at the December 17, 2020 City Council
Meeting, seconded by Brain Broome, motion carried 4-1.
REGULAR MEETING CLOSES AND EXECUTIVE SESSION BEGINS AT 8:08 P.M.
An Executive Session (closed to the public) and pursuant to the Texas Local
Government Code, Section 551.074; Personnel Matters. Discuss hiring or
contracting with a consultant for the City of Seymour Electric Department.
EXECUTIVE SESSION CLOSES AND REGULAR MEETING RESUMES AT 8:37

Discuss and take action regarding deliberation on hiring or contracting with a
consultant for the City of Seymour Electric Department
Mary K. Fair made a motion to advertise in the Baylor County Banner, for two weeks,
for an Electrical Consultant/Contractor to work with the current Electric Department
employees, seconded by Monty Glass, motion carried 5-0.

A motion was made by Monty Glass, seconded by Brenda Miller to adjourn at 8:38
p.m., motion carried 5-0.
