Public Notice of Open Meeting
A City Council Meeting, to be held on Thursday, October 18, 2025, with EXECUTIVE SESSION beginning at 6:00 p.m. in the City Hall Conference Room & REGUALR MEETING beginning at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have a need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 3 Business Days in advance. The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:
- An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.072: Real Estate, Salt Fork Recreational Complex
- An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071: Consultation with attorneys regarding Special Utility District Baylor Water.
- An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551. 071: An agenda item that requires consultation with City Attorney.

- Announcements by Mayor Mark McCord and/or MPT Billy Henricks – Mayor Mark McCord encouraged the public to attend the Haunted Hall-oween event coming up.
- Recognize Street Department and the Transfer Station. Clean up Week has been this week and they have done a magnificent job picking up and packing the bins at the transfer station. Everyone has done a great job collaborating with each other and Waste Connections. They are very organized, maintain their equipment, and do a wonderful job.
CITIZEN COMMENTS
Pam Martin – spoke about the brown water she has experienced at her home, 304 W. Lincoln, and how it has caused issues in her home. Hoping a solution can be reached. Would like a Facebook page or Public Works page so that citizens can be informed about issues within the city. One that could be used to notify the public of utility issues. This water is not proper enough to wash white clothes are bathe in. This issue has happened at least 3 times this year. We have been told that this could be because we are at the end of a line. The City of Munday and Olney both have pages that alert the community when there are issues like this and I would like the city to consider something similar so that I would be notified prior to dealing with something like this.

Motion to approve the consent agenda made by Skyler Henricks, 2nd by Billy Henricks. Vote 4-0. Motion passes.
- Discuss, Consider, and Take Action regarding substandard structure and public nuisance at 205 W McLain, owned by Curtis Lan Thomas.
The owner of the property, and/or any lienholder or mortgagee, must demolish the structure located at 205 W McLain Seymour, Texas, and eliminate all unhealthy and unsafe conditions within thirty days of this order, including cleaning and grading the property. Failure to take the ordered actions within the specified time may result in the City taking requisite actions to demolish the structures, clean and grade the lot, and establish a lien on the property without further notice or hearing.
Motion to allow Curtis Lan Thomas 30 days to abate and then the City will demolish the structures, clean and grade the lot, and establish a lien on the property without further notice or hearing made by Nancy Townley, 2nd by Lan Winn. Vote 4-0. Motion passes.

Motion to allow the Promise Land Properties 30 days to abate and then the City will demolish the structures, clean and grade the lot, and establish a lien on the property without further notice or hearing made by Skyler Henricks, 2nd by Nancy Townley. Vote 4-0. Motion passes.
- Discuss, Consider, and Take Action concerning Resolution 1593, Budget Adjustments for the 2025/2026 FY Budget
Motion to accept Resolution 1593, Budget Adjustments, made by Lan Winn, 2nd by Skyler Henricks. Vote 4-0. Motion passes.
- Discuss, Consider, and Take Action concerning the Employee Calendar FY 25/26
Motion to accept made by Billy Henricks, 2nd by Skyler Henricks. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning bids received for roof replacements located at City Hall, Police Department, and Fire Hall.
We have not received any information from Booe Roofing. We need to have this on the November agenda. Motion to table by Skyler Henricks, 2nd by Lan Winn. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning bids received for 402 E. Morris.
No bids received. Motion to open up for bids again made by Skyler Henricks, 2nd by Lan Winn. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning the Seymour Beautification Group and the downtown esplanades.
Giving Randy Hardin and the Beautification group access to improve city property. Motion to allow the Seymour Beautification Group & Randy Hardin to improve the esplanades, 2nd by Lan Winn. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action to close city street for the Haunted Hall-oween Downtown Event
Motion to close streets for the event, per the map provided, made by Lan Winn, 2nd by Billy Henricks. Vote 4-0. Motion passes.
