October 19, 2023 – Regular Meeting Minutes

A Regular City Council Meeting, was held on Thursday, October 19, 2023, at 7:00 p.m., at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas 76380. All notices had been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance.  The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

OPEN MEETING – 7pm

In Attendance:  Councilman Lan Winn, Monty Glass, Billy Henricks, and Councilwoman Debbie Gillispie.  Mayor Mark McCord.  City Administrator Jeff Brasher & City Secretary Lauren Bush.  Also Kim Stevenson, Jonathan Olinger, Jesse Hernandez & wife, Bobby Morrow, Joann Ellington, Suzanne Hughes, T Don Hughes, Gary Smith, Officer Jones, and Officer Sawyer

T Don Hughes addressed council and stated that his RV will be moved from its current location on Murrie Street by November 4th.

PUBLIC HEARINGS

  • City of Seymour to conduct a Public Hearing rescinding Ordinance NO. 2022-11, and any other previous ordinances concerning fees associated with the Salt Fork Recreational Complex and establishing Ordinance No. 2023-08 that embodies all fees associated.

CONSENT AGENDA

  • Approval of the September 21, 2023 Regular City Council Meeting Minutes. 
  • Approval of the City of Seymour Accounts Payable Bills for the month of September 2023. 
  • Approve Resolution No 1554 of the City of Seymour authorizing the filing of a grant application with the NorTex Regional Planning Commission for a regional solid waste grants program grant; authorizing Dr. Jeffrey L Brasher to act on behalf of the City of Seymour in all matters related to the application; and pledging that if a grant is received the City of Seymour will comply with the grant requirements of the NorTex Regional Planning Commission, the Texas Commission On Environmental Quality and the State of Texas.

Motion to Approve the Consent Agenda as presented made by CM Monty Glass, 2nd by CM Billy Henricks.  Vote passes 4-0

ACTION ITEMS

  • Discuss, consider, & take action concerning pricing at the Salt Fork Recreational Complex by passing Ordinance No. 2023-08

Motion to accept Ordinance 2023-08 made by CM Monty Glass, 2nd by CW Debbie Gillispie.  Vote passes 4-0

Motion to accept Clayton Miller’s Bid and terms of bid made by CM Lan Winn, 2nd by CM Billy Henricks.  Vote Passes 4-0

  • Discuss, consider, and take action to accept an (RFP) for administrative and plan development services for the Community Development Block Grant – Mitigation (CDBG-MIT) grant programs administered by the Texas General Land Office (GLO) as suggested by the scoring committee.

Motion to accept the RFP for administrative and plan development services from GRANTWORKS INC for the Community Development Block Grant – Mitigation (CDBG-MIT) Grant as well as Resolution 1556 that supports this action made by CW Debbie Gillispie, 2nd by CM Monty Glass.  Vote Passes 4-0

  • Discuss, consider, and take action to approve purchase of Body Cams and Tasers for Police Dept

Motion to accept Quote A as presented for a total of $7,778.10 made by CM Monty Glass, 2nd by CM Billy Henricks. Vote 4-0

  1. Discuss, consider, and take action to approve Resolution 1555 budget adjustment as follows: Adding an additional monies, to line item #02-404131 Safety Equipment Police Department and a decrease in line item #02-40439 Grant Expense Police Department for the purpose of purchasing Body Cameras and Tasers.

Motion to approve Resolution 1555 made by CM Billy Henricks, 2nd by CM Monty Glass.  Vote 4-0

EXECUTIVE SESSION – Entered into executive session at 7:10pm

  1. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071: Consultation with attorneys regarding Special Utility District Baylor Water.
  2. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.086 Certain Public Power Utilities: Competitive Matters – Wholesale Power Supply.
  3. An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551. 071: An agenda item that requires consultation with City Attorney.

ACTION REGARDING EXECUTIVE SESSION

  1. Consideration to approve a power supply contract

Motion to approve the Power Supply Contract with LCRA for 3 years made by CM Monty Glass, 2nd by CM Lan Winn.  Vote passes 4-0

  1. Discuss, consider, and take action regarding Executive Session:  An agenda item that requires consultation with City of Seymour Attorney

No Action

Motion made by CM Billy Henricks, 2nd by CM Monty Glass.  Vote passes 4-0
