CITY OF SEYMOUR CITY COUNCIL

SPECIAL CALLED MEETING MINUTES

OCTOBER 4, 2022

A Special Called Meeting of City Council was held on Tuesday, October 4th, 2022, at 12 NOON, City Hall, Conference Room, 301 N. Washington Street.  The following agenda was considered:

1. Call to Order/Roll Call/Pledge of Allegiance by Mayor Jon Hrncirik   

Mayor Hrncirik called the meeting to order at 12 noon.

Council present: Mayor Jon Hrncirik, MPT Les Hons, Council members Mark McCord, Billy Henricks and Lan Winn.

Council absent: Council member Sabrina Rivers

City Staff present: City Administrator Dr. Jeffrey Brasher, Ed. D., and City Secretary Conchita Torrez

Guest: Kristen White, with Chamber of Commerce and Skyler Henricks

2. Discuss, Consider and take action to approve an alcohol variance for the Chamber of Commerce, Cruisin’ the Brazos, for October 15, 2022.

Kristen White spoke regarding the upcoming Cruisin’ in the Brazos event on October 15, 2022.

The Chamber of Commerce has Horseshoe Bend and W.F. Brewery that would like to participate in this event by providing alcohol. Chamber of Commerce was requesting a variance in order to do so.

Kristen stated that they had about 20 vendors, and that the selling of alcohol would be more than 200 feet away from a church or daycare, and they would be set up between Peoples Bank and Gazebo.

Mayor Hrncirik suggested that in the future to be sure and contact all the businesses that would be affected in one way or another due to vendors, blocking of streets and so forth.

MPT Hons asked Council member McCord if he thought the blocking of streets would effect the post office.

McCord answered as long as the entrance for the truck carriers wouldn’t be blocked it should be ok.

While blocking of streets, was not specifically placed on the agenda, it is usually a part of the process that goes on when this event takes place. Therefore, city secretary allowed the motion to not only pass the variance, but also the blocking of streets as well.

Mayor Hrncirik also advised to contact TxDot as this will affect Main Street as well.   Kristen understood.

Skyler Henricks spoke during this meeting.

Motion made by Council member Mark McCord, second by Council member Billy Henricks to allow an alcohol variance to the Chamber of Commerce during the October 15, 2022, Cruisin’ in the Brazos event.

Also, added to this motion was the blocking of streets for this event as follows: From W. Oregon Street to N. Washington Street to W. Reiman Street.  Also, from N. Oak Street to the middle of E. Morris and N. Washington Street, to McLain and S. Main Street.

Motion carried 4/0.

3.  Adjournment of meeting

Motion made by MPT Hons, second by Council member Winn to adjourn at 12
