Public Hearing Concerning 2024-03, Infrastructure Enhancement Fee Ordinance

CITY OF SEYMOUR

The City of Seymour will hold a Public Hearing at 7:00 p.m., on May 16, 2024, at the Seymour City Hall Building, 301 N Washington, in Seymour, Texas.

The public hearings are as follows:

Ordinance No. 2024-03 Infrastructure Enhancement Fee Ordinance

ORDINANCE NO. 2024-03

AN ORDINANCE OF THE CITY OF SEYMOUR CITY COUNCIL UPDATING AN INFRASTRUCTURE FEE PASSED FEBRUARY 13, 2013 AND ENACTED MARCH 1, 2013.  CLARIFYING THE PURPOSE AND USE OF THE FUNDS. 

Section 1: Title

This ordinance shall be known as the “Infrastructure Enhancement Fee Ordinance” of the City of Seymour.

Section 2: Purpose

The purpose of this ordinance is to establish a mechanism whereby the City of Seymour may collect a monthly infrastructure fee to fund various infrastructure needs, including but not limited to electricity, water, sewer, and street maintenance and improvement projects, for the betterment of the community.

Section 3: Infrastructure Enhancement Fee

(a) There shall be imposed a monthly infrastructure enhancement fee of $5.00 on all utility bills issued by the City of Seymour.

(b) The infrastructure enhancement fee shall be in addition to any other fees or charges levied by the City for utility services.

Section 4: Allocation of Funds

(a) All funds collected through the infrastructure enhancement fee shall be deposited into a dedicated infrastructure fund.

(b) The funds in the infrastructure fund shall be allocated by the City of Seymour for various infrastructure needs, including but not limited to:

1.  Maintenance and repair of streets and roads.

2.  Upgrades, maintenance, and expansions to water and sewer systems.

3.  Improvement of electrical infrastructure.

4.  Other infrastructure projects deemed necessary by the City Council.

(c) The City Council shall have the discretion to prioritize projects based on the needs of the community and the availability of funds.

Section 5: Implementation

Citizens are encouraged to attend and voice their opinions/concerns during the Public Hearing.  Written comments may also be submitted to the City Secretary, at P.O. Box 31, Seymour, Texas 76380.  Persons with disabilities or others requiring auxiliary aids or services to participate in this hearing should make arrangements with City Secretary Lauren Bush, at 940-889-3148 at least two days before the hearing.
