Project Overview

The City of Seymour is soliciting sealed bids from qualified contractors for improvements to the Airport Road at FM Road 1919. The project includes asphalt overlay, chip and seal, and an alternate bid for the south approach. All work must be performed in accordance with industry standards and specifications to ensure durability and safety.

Bid Specifications – Asphalt Overlay Project

All work performed under this contract shall conform to the Texas Department of Transportation (TxDOT) Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges (2024 edition), including but not limited to the following items:

  • Item 347 – Thin Overlay Mixtures (TOM) Contractor shall furnish, place, and compact thin overlay mixtures in accordance with TxDOT Item 347. The overlay shall be placed at a uniform thickness of 1.5 inches. Mixtures shall meet all requirements for aggregate gradation, asphalt binder, laboratory mixture design, trial batches, and field verification.
  • Item 340/341 – Dense-Graded Hot Mix Asphalt (HMA) Where applicable, overlay mixtures shall comply with TxDOT Item 340/341. Contractor shall provide approved mix designs and ensure compliance with performance testing requirements. The overlay thickness shall be maintained at 1.5 inches throughout the project.
  • Item 320 – Equipment for Asphalt Concrete Pavement All equipment used for mixing, hauling, placing, and compacting asphalt shall meet TxDOT Item 320 requirements. Equipment must be maintained in good working order and subject to inspection by the City Engineer.
  • Item 6 – Control of Materials Contractor shall furnish materials that meet TxDOT specifications. All materials are subject to sampling and testing by the City or TxDOT representatives at any time.

Scope of Work

Base Bid 1: Asphalt Overlay

  • Location: Airport Road, FM Road 1919, Seymour, TX 76380
  • Dimensions: 3,696 feet in length × 20 feet wide
  • Work Required:
    • Prep the existing roadway surface
    • Clean and remove all grass, debris, and loose material from roadway edges
    • Apply a 1.5-inch asphalt overlay across the entire roadway surface

Base Bid 2: Chip and Seal

  • Location: Airport Road, FM Road 1919, Seymour, TX 76380
  • Dimensions: 3,696 feet in length × 20 feet wide
  • Work Required:
    • Prep the existing roadway surface
    • Clean and remove all grass, debris, and loose material from roadway edges
    • Apply chip and seal treatment across the entire roadway surface

Alternate Bid: South Approach

  • Location: South approach to Airport Road
  • Dimensions: 200 feet in length × 20 feet wide
  • Work Required:
    • Prep and clean the approach surface
    • Apply asphalt overlay

Bid Submission Requirements

  • Bids must be sealed and clearly labeled: “Airport Road Overlay Project – City of Seymour”.
  • Bids must include:
    • Itemized cost for each bid option (Overlay, Chip and Seal, Alternate Approach)
    • Estimated project timeline
    • Proof of insurance and bonding capacity

General Conditions

  • The City reserves the right to accept or reject any and all bids.
  • All work must comply with applicable TxDOT specifications and local standards.
  • Contractors are responsible for site cleanup and disposal of debris.
  • Insurance coverage must meet City requirements and be maintained throughout the project.
