CITY OF SEYMOUR CITY COUNCIL

MEETING MINUTES

SEPTEMBER 16, 2021

A Regular City Council Meeting was held on Thursday, September 16, 2021, at 7:00 p.m., at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas 76380.

1.     Call to Order, Roll Call and Pledge of Allegiance by Mayor Jon Hrncirik

Meeting called to Order at 7:00 p.m.

Council present: Mayor Jon Hrncirik, MPT Monty Glass, Les Hons, Lan Winn, and Jay Hudson

Council absent: Council Member Brian Broome

Counsel present: City Attorney Fritz Quast was not present at this meeting.

City Staff present: City Administrator Dr. Jeffrey Brasher, City Secretary Conchita Torrez, Electric Department Supervisor Kyle Ward, John Joyce, Joe Bush, Utility Billing Supervisor Nita Hons, Utility Billing Clerk Christy Stone, Water/Sewer/RO Plant Supervisor Robert Torrez, and ED Director Lauren Bush.

Guest:  Mary K. Fair, Tamie Glass, Mark McCord, and Jake Lawrence

2.   Prayer by Council Member Brian Broome

Due to the absence of Mr. Broome, Lan Winn led the meeting in prayer.

3.  Reading of the City of Seymour Mission Statement & Values by

      Council Member Les Hons

Following the prayer, Council Member Les Hons read the Mission Statement for the City of Seymour.

4.   City Administrator Dr. Jeffrey Brasher will recognize the City of Seymour  Department, and Employee of the Month.

Dr. Jeffrey Brasher recognized the City of Seymour Electric Department for their outstanding work, ethics, and leadership.

Employees of the Month went out to Nita Hons and Christy Stone. These women hold the front office duties each and every day. They strive to do their best in answering the phones, answering questions, and assisting the customers with whatever their needs may be.

5.  Announcements from the Mayor (At this time, Mayor Hrncirik will make

announcements as related to the events of the previous weeks, as always, he may make any rearrangements to the order of items on this agenda as he deems prudent in the interest of time).

Special Called Meeting, September 30, 2021,  Regular Called Meeting on October 21, 2021. Mayor Hrncirik asked for anyone that was interested in the Covid update information from Dr. Adam Hertel, to go to his private website and read it.

6.     Citizen’s Comments

7.      Consent Agenda: Consider Approving the Following:

          a.) Approve City of Seymour Meeting Minutes from August 26,  2021

         b.) Accept REPORTS:

         c. ) Administration and Supervisor Reports

         d,) SFRC Membership Totals & Employee List

          e.)  Discuss, consider, and take action to approve Resolution No. 1514 ,

         Personnel Policy Manual, page #15, for the City of Seymour, regarding Holidays.

           f.) Discuss, consider, and take action to approve Resolution No. 1515 ,  

        designating the Baylor Co. BANNER, as the official newspaper for legal notices and

        announcements for the City of Seymour, Texas, as required by State Law and Texas

         Local Government Code §52.004.

          g .) Discuss and approve the City of Seymour Accounts Payable Bills paid the

          month of August 2021, excluding James Broome bill.

After viewing the consent agenda,  Council Member Les Hons made a motion to

approve the consent agenda .  Motion died for lack of second.

Council Member Lan Winn asked that letter “E” be removed from the consent agenda

and be discussed separately, regarding Resolution 1514,  Holidays in the Personnel

Policy Manual.

Dr. Jeffrey Brasher gave an explanation regarding the 6 holidays he wanted to add to

the personal policy manual. After Council was informed on the holidays, it was

decided that only 3 holidays would be approved. At this time, a motion was

entertained.

Motion made by Council Member Jay Hudson, second by Council Member Lan Winn, to

approve three (3)  holidays for the City of Seymour. Motion carried 3 yeas and 1 nay

from Council Member Les Hons.

Following was a motion to approve consent agenda, excluding letter “E” from the

consent agenda.

Motion made by Council Member Les Hons, seconded by Council Member MPT Monty

Glass, to approve the consent agenda. Motion carried 4/0

8.  Discuss, consider, and take action to approve bill paid to James Broome.

Motion made by Council Member Lan Winn, seconded by Council Member Les Hons,

to approve bill paid to James Broome .  Motion carried   4/0

9.   Public Hearings

                  a. )  The City of Seymour to conduct a Public Hearing regarding the Fiscal Year, 2021-2022, Proposed Budget for the City of Seymour.

   Dr. Jeffrey Brasher, along with Lauren Bush, explained the City of Seymour 2021-

  2022, Proposed Budget at this time. Council spoke regarding the cleaning contract

for the City of Seymour Offices and travel expenses for the Seymour Volunteer Fire

Department.

Mayor Hrncirik allowed Mary K. Fair to speak at this time

                  b.) The City of Seymour to conduct a Public Hearing to establish the ad valorem levy tax rate for the City of Seymour Texas, for Fiscal Year 2021-2022. The Proposed Tax Rate of 0.45408 per $100 value, which is the same as the No-New-Revenue Tax Rate of 0.45408, and lower than the Voter- Approval-Tax Rate of  0.47014.   

           Dr. Jeffrey Brasher explained the ad valorem tax rate after Mayor Hrncirik read

           the ordinance pertaining to the tax rate.

           No other questions were asked by the citizens

           10.    Action Items

                  a.) Discuss, consider, and take action to approve Resolution No. 1516, adopting the Fiscal Year 2021-2022, City of Seymour Budget and conduct a Formal Vote of the City Council for said resolution.

                    Motion made by Council Member Lan Winn, second by Council Member Jay Hudson, to approve Resolution No. 1516, City of Seymour Budget for Fiscal Year 2021-2022 and was conducted by a Formal Vote of the City Council.

                     Motion passed with 3 yeas and 1 nay by MPT Monty Glass. Council Member Brian Broome was absent at this meeting.                                                                                                                      

                  b. )   Discuss, consider, and take action to adopt Ordinance No. 2021-13,

                    establishing the ad valorem tax rate for the City of Seymour, Fiscal Year 2021, at 0.45408/$100 valuation, which is the same as the No-New- Revenue Tax Rate of 0.45408 and lower than the Voter-Approval Tax Rate of 0.47014. This tax rate represents the Operation and Maintenance, by conducting a Formal Vote of the City Council for said ordinance.

                    Motion made by Council Member Les Hons, second by MPT Monty Glass,  

                    to approve Ordinance No. 2021-13, establishing the ad valorem tax rate for the City of Seymour, Fiscal Year 2021, at 0.45408/$100 valuation.

                     Motion carried 4/0

                      At this time Mayor Hrncirik stated the added addendum would follow with discussion.

                     11. Discuss, and Approve Ordinance No. 2021-14, an ordinance authorizing the issuance, sale and delivery of City of Seymour, Texas, public property finance contractual obligations, series 2021 for the purchase of personal property; securing the payment thereof by authorizing the levy of an annual ad valorem tax; approving and authorizing the execution of all instruments and procedures related thereto including a paying agent/registrar agreement and a purchase and investment letter, and declaring an effective date.  

                    Dr. Jeffrey Brasher, had sought out companies and banks that were willing to let the City of Seymour borrow money to pay off the debt incurred during the winter Storm. Mr. Jake Lawrence, Financial Advisor  with Government Capital Securities Corporation, explained and gave important information to City Council.

                    After a discussion was had a motion was entertained by Mayor Jon Hrncirik.

                   Motion made by Council Member Lan Winn, second by Council Member Jay Hudson  to approve Ordinance No. 2021-014. Motion carries 4/0

                    11.   Adjournment  

                    Motion made by MPT Monty Glass, second by Council Member Les Hons to adjourn meeting.
