A Regular City Council Meeting, held on Thursday, September 21, 2023, at 7:00 p.m., at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance.   1. Presentation from Shaun Martin with Atmos Energy concerning Resolution 1550

    PUBLIC HEARINGS
  2. City of Seymour to conduct a Public Hearing establishing an ad valorem levy tax rate for the City of Seymour, Texas, 2023. Proposed Tax Rate for the City of Seymour is 0.43625 per $100 value, which is lower than the Voter-Approval Tax Rate of 0.36059.
  3. City of Seymour to conduct a Public Hearing regarding the Fiscal Year 2023-2024, Proposed Budget.
  4. City of Seymour to conduct a Public Hearing regarding the PCAF Power cost Adjustment Factor

CONSENT AGENDA

  1. Approval of the July 20, 2023 Regular City Council Meeting Minutes.
  2. Approval of the City of Seymour Accounts Payable Bills for the month of August, 2023.
  3. Approve Resolution No. 1550, the Atmos Rate Review Mechanism for 2023
  4. Approve Resolution No. 1551, designating the Baylor Co. Banner as the official newspaper for legal notices and announcements for the City of Seymour, Texas as required by Texas Local Gov. Code, § 52.004.
  5. Approve Resolution No. 1553, for a budget adjustment as follows: Adding an additional $2,634.00, to line item #02-405274 Fire Department Travel Expense and a decrease in line item #02-405384 Fire Department New Chassis.
  6. Approve “Junk Only”, for Clean Up Week, the week of October 14th -22nd, 2023.
  7. Approve SVFD Officers & Mayor to commission
  8. Repeal Ord 2020-05 in its entirety and strike Article 7.700 from our ordinances due to HB 1819 effective September 1st, 2023
  9. Approve PCAF Power cost Adjustment Factor formula Exhibit A, replacing current Exhibit A attached to Ordinance 2021-16

ACTION ITEMS

  1. Discuss, consider, and take action on the request from Seymour Helping Hands to hold their Spring Fling 2024 in the Seymour City Park and to also hold a street dance at the courthouse square from 1pm to 10pm, requiring S Washington & E McLain to be closed from 6pm to 10pm.
  2. Discuss, consider, and take action regarding the 180-day Abatement received by Jake Willden, on March 16, 2023, with no fine assessed at the time. Mr. Willden to present to city council improvements on property located at 1007 N. Main Street
  3. Discuss, Consider, and take action concerning specific use permit that was approved for
    409 N Murrie St allowing owners to use their camper trailer as a temporary residence.
  4. Discuss, consider, & take action concerning pricing at the Salt Fork Recreational Complex
  5. Discuss, consider, and take action to adopt Ordinance No. 2023-07, establishing the Ad Valorem Tax Rate for the City of Seymour, Fiscal Year 2023-2024, at 0.43625 per $100 valuation, which is lower that the Voter-Approval Tax Rate at 0.45803. The tax rate represents the Operation & Maintenance by conducting a formal vote of the Seymour City Council as required by said ordinance.
  6. Discuss, consider, and take action to approve Resolution No. 1552, adopting Fiscal Year 2023-2024, City of Seymour Budget by conducting a Formal Vote of the Seymour City Council as required by said resolution.
  7. Discuss, consider, and take action to go out for bids for sale of property located at the corner
    E. Lincoln and S. Main Street as conveyed by TX Dot to the City of Seymour March 5th, 2020
  8. Discuss, consider, and take action to accept a bid for a used excavator.
  9. Consider/discuss authorization to issue requests for proposals (RFP) for administrative and plan development services for the Community Development Block Grant – Mitigation (CDBG-MIT) grant programs administered by the Texas General Land Office (GLO).
  10. Discuss, Consider, and take action to accept bids for the sale of the Wisconsin V4HD motor and transmission.
  11. Execute oath of office for the placement of Lauren Bush as City of Seymour City Secretary.
