September 21, 2023 Meeting Minutes

A Regular City Council Meeting, was held on Thursday, September 21, 2023, at 7:00 p.m., at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempted to make its meetings accessible to all its citizens. If need of auxiliary aids, the City Secretary was notified at (940) 889-3148, at least 48 hours in advance.  The agenda is was also posted on the city’s website at www.cityofseymour.org, with the following agenda to considered:

Gave brief overview of the capital improvements done inside the City of Seymour

PUBLIC HEARINGS

  • City of Seymour to conduct a Public Hearing establishing an ad valorem levy tax rate for the City of Seymour, Texas, 2023. Proposed Tax Rate for the City of Seymour is 0.43625 per $100 value, which is lower than the Voter-Approval Tax Rate of 0.36059.

CONSENT AGENDA

  • Approval of the August 20, 2023 Regular City Council Meeting Minutes. 
  • Approval of the City of Seymour Accounts Payable Bills for the month of August, 2023. 
  • Approve Resolution No. 1550, the Atmos Rate Review Mechanism for 2023 
  • Approve Resolution No. 1551, designating the Baylor Co. Banner as the official newspaper for legal notices and announcements for the City of Seymour, Texas as required by Texas Local Gov. Code, § 52.004.  
  • Approve Resolution No. 1553, for a budget adjustment as follows: Adding an additional $2,634.00, to line item #02-405274 Fire Department Travel Expense and a decrease in line item #02-405384 Fire Department New Chassis. 
  • Approve “Junk Only”, for Clean Up Week, the week of October 14th -22nd, 2023.
  • Approve SVFD Officers & Mayor to commission
  • Repeal Ord 2020-05 in its entirety and strike Article 7.700 from our ordinances due to HB 1819 effective September 1st, 2023
  • Approve PCAF Power cost Adjustment Factor formula Exhibit A, replacing current Exhibit A attached to Ordinance 2021-16

Motion was made by CM Monty Glass to approve the consent agenda, 2nd by CM Billy Henricks to approve the consent agenda with the amendment that the consent agenda shows we are approving “August” instead of “July”.  Vote passes, 4-0

ACTION ITEMS

  1. Discuss, consider, and take action on the request from Seymour Helping Hands to hold their Spring Fling 2024 in the Seymour City Park and to also hold a street dance at the courthouse square from 1pm to 10pm, requiring S Washington & E McLain to be closed from 6pm to 10pm.

Motion to allow Seymour Helping Hands to use the City park for Spring fling and to conduct a downtown dance requiring the closing of S. Washington from McLain Street to Reiman St and E. McLain Street from the intersection of Oak and Main for safety purposes made by CM Monty Glass and 2nd by CW Debbie Gillispie, Vote passes 4-0

  1. Discuss, consider, and take action regarding the 180-day Abatement received by Jake Willden, on March 16, 2023, with no fine assessed at the time.  Mr. Willden to present to city council improvements on property located at 1007 N. Main Street

Motion to assess a fine in the form of a citation made by CM Lan Winn and 2nd CW Debbie Gillispie, Vote passes 4-0

  1. Discuss, Consider, and take action concerning specific use permit that was approved for
    409 N Murrie St allowing owners to use their camper trailer as a temporary residence.

Motion to table by CM Lan Winn and 2nd by CM Monty Glass, Vote passes 4-0

  1. Discuss, consider, & take action concerning pricing at the Salt Fork Recreational Complex

Motion to set Daily Gun Range fee to $60, create a Twilight after 5pm package for 9-holes at $25 includes Green Fee and Cart, increase memberships as presented (ie) $65 Regular Membership, ($95) Elite Membership, ($15) Gun Range Membership made by CM Lan Winn and 2nd by CM Monty Glass, Vote passes 4-0

  1. Discuss, consider, and take action to adopt Ordinance No. 2023-07, establishing the Ad Valorem Tax Rate for the City of Seymour, Fiscal Year 2023-2024, at 0.43625 per $100 valuation, which is higher that the Voter-Approval Tax Rate at 0.34688. The tax rate represents the Operation & Maintenance by conducting a formal vote of the Seymour City Council as required by said ordinance.

Motion to accept bid from Montgomery Tractor for a used excavator made by CM Monty Glass and 2nd by CM Lan Winn, Vote passes 4-0

  • Consider/discuss authorization to issue requests for proposals (RFP) for administrative and plan development services for the Community Development Block Grant – Mitigation (CDBG-MIT) grant programs administered by the Texas General Land Office (GLO).

  • Discuss, Consider, and take action to accept bids for the sale of the Wisconsin V4HD motor and transmission.
