PUBLIC NOTICE OF OPEN MEETING
Regular City Council Meeting, Thursday. September 27. 2018 at 7:00 P.M. at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002(c). The City of Seymour attempts to make its meetings accessible to all of its citizens. If you have need of auxiliary aids, please notify the ADA Coordinator at 889-3148, at least 48 hours in advance. The following agenda will be considered:
Call to Order, Roll Call and Pledge of Allegiance by Mayor Pro-Tern Jon Hmcirik
Announcements from Mayor Pro-Tern: (At thi» time, Mayor Pro-Tern Hmcirik will make announcements as related to the events of the previous weeks. As always he may make any rearrangements to the order of items on this agenda as he deems prudent in the interest of time).
Citizen questions and/or Comments: (At this time, interested citizens are encouraged to indicate their interest in speaking, and upon being recognized by Mayor Pro-Tern, approach the podium to express your comments. Please speak clearly and speak directly into the microphone. Citizens may speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed five minutes, please. Neither Council action nor discussion may take place on any matter, until such matter has been placed on an agenda and posted in accordance with law.)
CONSENT AGENDA: (Items listed under the Consent Agenda are considered routine and are generally enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the Consent Agenda for separate discussion and action.)
1. CONSIDER APPROVING TEE CONSENT AGENDA AS FOLLOWS:
a.) Approve Regular City Council meeting minutes for August 23, 2018, and Special City Council/Budget meeting minutes for August 30, 2018 and September 6, 2018.
b.) Reports
- First Bank & Trust Bank accounts report summary
- Employee List and SFRE Membership Report
- Written reports from City Administrator and Supervisors
c.) Designate the week of October 13°, thru the 21′ T, as Fall Clean-Up Week, per recommendation of Street Supervisor, Adam Sturgeon.
END OF CONSENT AGENDA
- Discuss and hear presentation from Emergency Management Coordinator, John Hostas, regarding Emergency Mitigation
- Discuss, consider and take aotion on presentation from Don Lecroy with Metro Irrigation Supply in regards to replacing old control panels with two new control panels for the sprinkler system at the municipal golf

- The City of Seymour holds a Public hearing regarding the Fiscal Year 2018-2019, Proposed
Public Hearing
- The City of Seymour holds a Public hearing to establish the ad valorem levy tax rate for the City of Seymour, Texas, for Fiscal Year 2018-2019. The proposed tax rate is 49102 per $100 of value, which is the Effective Tax Rate.
Public Hearing
- The City of Seymour holds a Public Hearing to review an application for variance pertaining to Lot 7 and the South 20 feet of Lot 8, Block D of the Reiman 2‘d Addition, located on 510 Stratton, in Seymour, Texas, from a R-3, Mixed Residential Use to a B-2 Commercial Use, as requested by Rhonda Richardson.
Public Hearing
- The City of Seymour holds a Public Hearing regarding a request from Brad Hammack, to change 405 Washington Street, from a R-l Residential Zone to a B-2 Commercial Zone.

- The City of Seymour holds a Public Hearing regarding Text Amendments to the Zoning Ordinance and adding a Tiny House Section to said ordinance as follows:
Section 3: Zoning Administration Part E, to remove all language indicating or pertaining to Building Permits and Certification of Occupancy.
Section 5: Zoning Districts Generally Part C item 10, providing Tiny House Guidelines
Section 11: “B-1”, Restricted Commercial District, Part F., to include allowances for sidewalk sales in a B-1 Commercial District.
Section 16: Schedule of Uses and Off-Street Parking Requirements:
- Add “Lodging” to “Boarding, Rooming House” category to make it all inclusive and to mark “Allowed” in a R-1 Residential
- To mark Water Wells “Allowed” in a R-l Residential
- To mark Bed & Breakfast Accommodations “Allowed” in a R-1 Residential Zone & B-1, Commercial
- To mark Insurance Sales Office “Allowed” in a R-1 Residential

Public hearings close and Regular meeting resumes
- Discuss, consider and take action to approve Resolution 1470, adopting the Fiscal Year 2018-2019, City of Seymour Budget and conducting a Formal Voice Vote of the City Council for said resolution.
- Discuss, consider and take action by adopting Ordinance 2018-07, establishing the ad valorem levy tax rate for the City of Seymour, Fiscal Year 2018-2019, at 0.49102/$100 valuation, which is the effective tax rate. This tax rate represents the Operations and Maintenance by conducting a Formal Voice Vote for said ordinance.
- Discuss, consider and take action regarding variance request from Rhonda Richardson at 510 Stratton Street, kom a R-3 Mixed Residential use to a B-2 Commercial use.
- Discuss, consider and take action regarding request from Brad Hammock, to change 405 Washington Street, from a R-1, Residential Zone, to a B-2, Commercial Zone.

- Discuss, consider and take action regarding Resolution No. 1471, designating the Baylor County BANNER, as the official newspaper for legal notices and announcements for the City of Seymour, Texas, as required by State Law, Texas, Texas Local Government Code 52.004.
- Discuss, consider and take action to approve City of Seymour bills paid the month of August,
- Discuss and review the City of Seymour Water Well
- Discuss and review the Public Nuisance Ordinance and give direction to City Administrator Steve

- An Executive Session (closed to the public) and pursuant to Chapter 551 of the Texas Local Government Code under 551.074; Personnel: regarding Economic Development Position
- (1) To deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employment.
Executive Session closes and Regular meeting resumes
- Discuss and take action regarding deliberation from Executive 21.Adjournment
