SPECIAL CALLED MEETING/PUBLIC HEARING

SEPTEMBER 29, 2016

 

A Special Called Meeting/Public Hearing of Seymour City Council was held on Thursday, September 29, 2016, at 6:00 p.m., at the Portwood Pavilion Art & Civic Center, 800 E. Morris Street, Seymour Texas 76380.

 

Call to Order, Roll Call and Pledge of Allegiance by Mayor Nan Gilbert-Mathis at 6:00 p.m.

 

Council present: Mayor Nan Gilbert-Mathis, Council members Les Hons, David Horton, Jon Hrncirik, Mary K. Fair and MPT Monty Glass.

 

Counsel present: Cindy Ayres arrived at 6:28 p.m.

 

Guest: Allen Phillips

 

City Staff: City Administrator Steve Biedermann, City Secretary Conchita Torrez and Finance Director Mary Griffin.

 

Regular meeting closes and Public Hearing begins at 6:02 p.m.

 

  1. A Public Hearing regarding City of Seymour’s proposed project for Water Treatment Plant Improvements, presented by Jacob & Martin, Inc.

 

Allen Phillips, representing Jacob and Martin, Ltd, spoke regarding the Water Treatment Plant project and explained that The Environmental packet had been place for the public’s convenience at City Hall and notification was also placed in the BANNER, along with place of the Public Hearing taking place at the Portwood Pavilion. This is a part of the Environmental process and to receive public input as well.

 

Mr. Phillips gave a status update regarding the Water Treatment Plant Improvements. The deadline for this project will be December, 2017.  Jacob & Martin have been working with the TCEQ Enforcement Coordinator on concert with getting the funding through Texas Water Development Board.  The project being put together is putting an enhanced treatment system in and a recycler RO, which would sit in the plant and would take the reject stream about 80K gallons a day and recycle that and that would further reduce the reject stream to about 32K gallons a day. The remaining stream would be used in an evaporative pond to dispose the rest of the waste.

 

No one spoke for or against at the Public Hearing relating to the Water Treatment Plant Improvements.

 

Public Hearing closes and Regular Meeting resumes at 6:32 p.m.

 

 

 

  1. Discuss, consider and take action regarding approval of Resolution No. 1428, a

Resolution of the City of Seymour, allowing adjustments for the Budget Fiscal Year 2015-

2016, as described in Attachment A.

 

Motion made by Council member Les Hons, second by MPT Monty Glass, to approve Resolution

No. 1428, allowing adjustments for the Budget Fiscal Year 2015-2016, for the City of Seymour,

as described in Attachment A. Motion passed unanimously.

 

  1. Discuss, consider and take action regarding approval of Resolution No. 1429, a

resolution of the City of Seymour, allowing adjustments for the Budget Fiscal Year 2016-

2017, as described in Attachment A.

 

Motion made by Council member Jon Hrncirik, second by MPT Monty Glass, to approve

Resolution No. 1429, allowing adjustments for the Budget Fiscal Year 2016-2017, for the City of

Seymour, as described in Attachment A. Motion passed unanimously.

 

Tabled agenda items from September 15, 2016, will be removed from table to discuss

and consider at this time.

 

Motion made by Council member Jon Hrncirik, second by Council member Les Hons, to remove

executive sessions from the September 15, 2016, agenda table.

 

Regular meeting closes and Executive Sessions will begin at 6:57 p.m.

 

  1. An Executive Session pursuant to Chapter 551 of the Texas Local Government Code under Section 551.072; Real Property: Deliberation regarding lease agreement between the City of Seymour and Seymour Youth Baseball and Softball Association.

 

Executive Session one closes at 7:58 p.m. and Executive Session two begins at 7:59 p.m.

 

  1. An Executive Session pursuant to Chapter 551 of the Texas Local Government Code under Section 551.072; Real Property: Deliberation regarding Salt Fork River Estates Complex Pool.
