MEETING MINUTES
A City Council Meeting, was held on Thursday, September 18, 2025, with EXECUTIVE SESSION beginning at 6:00 p.m. in the City Hall Conference Room & REGUALR MEETING beginning at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:
Call to Order – 6:00pm
6PM – EXECUTIVE SESSION
- An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.074: Personnel, Salt Fork Recreational Complex
- An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071: Consultation with attorneys regarding Special Utility District Baylor Water.

CITIZEN COMMENTS
Misty Weiser – Stated that financials out at the Golf Course were unable to reflect an accurate profit and loss. The course is in great condition and people brag on it all the time. Also stated that both groundskeepers are fantastic and passionate employees at the Golf Course. Would like the budget passed with revisions.
Jordan Weiser – Stated she believed that cutting an employee at the Golf Course would result in diminished care of the course and loss of revenue of membership. Also included that the remaining employee would be overworked, called in after hours, and weekends to the point of detriment to their mental health as well as heart ache watching to course deteriorate without proper care that having 2 groundskeepers requires.

- Resolution 1591, a resolution of the City Council of the City of Seymour amending resolution #1574, the operating budget of the City of Seymour for fiscal year 2024-2025, adding additional funding to line items as listed by transferring funds from line items as listed in detail
- Resolution 1592, a resolution approving and adopting a budget for the City of Seymour for the fiscal year beginning October 1, 2025, and ending September 30, 2026, in the form of a roll call ‘voice vote’ of the budget resolution.
- Ordinance 2025-11, an ordinance of the City of Seymour, Texas levying ad valorem taxes for tax year 2025, at $0.41175 per $100 dollar valuation for property within the corporate limits representing a levy of 0.41175/$100 for operations and maintenance, providing due and delinquent dates; penalties and interest; recording the roll call vote of council and providing an effective date.

Motion made by Skyler Henricks to approve the Consent Agenda as provided, 2nd by Debbie Gillispie. Vote 5-0, Motion passes.
ACTION ITEMS
- PG 38 Discuss, Consider, and Take Action concerning request from Emma Kate Pribyla, Junior class president, to hold a homecoming street dance at the intersection of Washington & McLain Streets on October 18, 2025 from 7-10pm. Also requesting appropriate street closures for event.
Motion to close main intersection at Washington & McLain and a portion of E. McLain made by Billy Henricks, 2nd by Skyler Henricks. Vote 5-0, Motion passes.

Public Comments –
Misty Weiser – Wanted to ensure that council was aware that they could pass the budget with amendments tonight.
Jeff Brasher – Yes they are aware. (Council concurred)
Todd Hrncirik – Had a lot of questions about his budget. Wanted to know if council should wait to pass this budget until the numbers are correct.
Mark McCord – Stated that the city had some aging infrastructure and debts that need to be paid.
Jeff Brasher – Emphasized it is critical that we have a budget approved
Skyler Henricks– Can we make a motion with changes?
Jeff Brasher – Yes
Debbie Gillispie – Stated she was not confident to pass this budget without changes due to the financial questions that arose from the Executive Session.
Mark McCord – Emphasis on the financial health of the city. Concerned about how much money are we willing to lode.
Skyler Henricks – Are you suggesting that the Golf Course is less than other departments?
Mark McCord – Just saying that we have to decide how much we are willing to lose.
Sean Weiser– Why are we hearing about all the other issues of the City and the Golf Course is being punished?
Paul Weiser – Concerned that debts incurred are from a lawsuit with Baylor Water and audits ya’ll are working on so why should the golf course be jeopardized because of that? If you have issues in other areas, why are you taking it from another department? The golf course is doing well, why would you take money away from them and give it to somewhere else? If there are issues in other departments, why aren’t those issues being addressed within their departments?
Mark McCord – I think the other departments to a really good job on their budgets. We do not see the golf course making money at this time. They are in the red. Do you think the golf course is making money?
Paula Weiser – So the golf course doesn’t make money? Why don’t you sell it?
Mark McCord – We have talked about it. We had an interested party. I think we would all entertain a sell.
Nancy Townley – Mentioned that she has a membership, has raised her kids and grandkids at the Salt Fork, and knows everyone wants for us to have great club however, we have to consider that we have been operating in the red always and with less that 200 members.
Cathy Woolbright – The value of the golf course is tremendous to the community and the questions have all been on the financials and the question is how can you make a decision if you don’t know what the numbers are?
Mark McCord – Dr. Brasher do you think these numbers are accurate?
Jeff Brasher – Yes, I believe that all of our staff and previous audits reflect that these numbers are accurate.
Motion made by Nancy Townley to approve Resolution 1592 and the budget presented. – Died for lack of a 2nd.
Jeff Brasher – Encouraged another motion. Pass the budget with your changes and we will pass a deficit budget and then come back later with adjustments. And then we will cut other departments and bring back to you next month to cover these additional expenses.
Myranda Baldwin – So you want to hire a different employee at the golf course not keep the ones they have?
Jeff Brasher – No, that is not the direction.
Nancy Townley – That money will have to come from another department?
Jeff Brasher – Yes, we will have to pull that money from other departments to cover keeping the employee at the Golf Course.
Motion to adopt Resolution 1592 adopting Fiscal Year 2025-2026 with the original 2nd groundskeeper added back into the Salt Fork budget made by Debbie Gillispie, , 2nd by Skyler Henricks. Vote 5-0, Motion passes.
- PG 69-70 Discuss, Consider, & Take Action regarding Ordinance 2025-11 Establishing an ad valorem levy tax rate for the City of Seymour, Texas, 2025. Proposed Tax Rate for the City of Seymour is 0.41175. per $100 value, which is the same as the Voter-Approval Tax Rate of 0.41175
