CITY OF SEYMOUR CITY COUNCIL

MEETING MINUTES

SPECIAL CALLED MEETING

A Special Called Meeting of City Council was held on Friday, November 7, 2025 at 12:00 noon., 301 N. Washington Street, City Hall Conference Room, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002 (c).  The following agenda was considered:

OPEN REGULAR MEETING – 12noon

  • Call to Order, Roll Call and Pledge of Allegiance by Mayor Mark McCord.
  • In attendance:  Councilmen Billy Henricks, Debbie Gillispie, Nancy Townley, and Skyler Henricks.  Mayor Mark McCord.
  •  Staff:  Dr. Jeff Brasher & Lauren Bush
  • Absent:  Lan Winn
  • Public: 
  • Public Comments
  • Ray Land – Requests consideration for the sale of the Golf Course.  If awarded, his plans would include meeting with members about improvements, consider expansion opportunities, fix clubhouse with the addition or a bar/restaurant and accommodations.  As a local, his heart is to also keep the feel of the business local.
  • Tammy Land – Stated that they have moved back into the community, inside the city limits, and their goal is to be more a part of the community itself.  She would like to make the Golf Course better and is open to public opinion, help, and guidance from those more familiar with the golf course business model.
  • Paula Kisinger – Stated that as a past councilman she was very aware that the golf course loses money every year and caters to less than 2% of the inside-city-limits population that funds it through property taxes and utility sales, would like to see the course sale with the money saved going towards aging infrastructure like the yellow water she experiences at her home, and she also mentioned that it would be in the city’s best interest to annex the property into the city limits prior to sale so that the city could capture property tax and sales tax revenue.  Lastly, she stated that having a “Country Club” may be more enticing to the general public and could increase membership.
  • Don St. Clair – Stated that he was a retired real estate appraiser and avid golfer at the course.  Was concerned that if the owners of the golf course became financially constrained that the bankruptcy action would place the course in the hands of the banking entity instead of the City’s and showed concern that the City may have a hard time getting it back.  Encouraged a surety bond to pay off debt in the event of a sale.
  • Sid McGuire – Stated that there were many things that the City of Seymour has ownership of that do not generate a profit including an airport and the parks systems and queried, “Does everything have to make money?”

EXECUTIVE SESSION

ACTION FROM EXECUTIVE SESSION 1:02pm

  1. Discuss, Consider, and Take Action from Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.072: Real Estate, Salt Fork Recreational Complex
  2. Motion was made by Skyler Henricks to seek bids to sell the Salt Fork Recreational Complex as per terms developed by our legal counsel along with Dr. Brasher.  In our bid package (invitation to bid), prior to accepting or denying any bids, we are also going to have a public forum.  Nancy Townley 2nd the motion.
  3. Public discussion:

From the public – So the City will be taking bids, and how much is the bid right now?

Mayor Mark McCord – No minimum bid.  Will be published for 2 times in the banner and then 14 days that then the bids can be closed. 

Councilman Nancy Townley – We have contracted an appraisal but have not received it back yet.  We want to make sure the bid packet is above board & fair and everything included so that we are protecting the city’s investment as well as those bidding.

Councilman Skyler Henricks – The purpose of the open forum is to control the information that is being shared, so that we are offering a platform for everyone to attend and get the same accurate information.  And we have the right to refuse any bid so this is not a done deal.  We are just going out for bids.

Mayor Mark McCord – In the public forum, the citizens have the opportunity to hear and see the bids and the citizens may say they have a better way of handling the property and prefer to leave it as it is.  I like the surety bond idea as well.

From the public – What happens if you lose the course and then it comes back in worse shape than what you sold it?

Councilman Skyler Henricks – And that is why we want legal to look over it.  To put in safe guards.

Ray Land – Nothing is a guarantee, but (for us) there is no bank involved. I would appreciate some access to the property to make an accurate bid.

Jeff Brasher – Yes, that is available and you will just need to make an appointment and a meeting can be scheduled.

Mark McCord – I want the golf course to always be there for the community.  This is a retirement community.  The golf course gives you a place to go.

Paula Kisinger – The city is in a bind and have been for years due to being behind on their reconciliations and making bad spending choices.  This is the best choice for the city. Just sell it. The city needs the money you are spending at the golf course for aging infrastructure because this town is in jeopardy of going bankrupt.

  • Vote 4-0, Motion passes

ADJOURN – Motion to Adjourn made by Billy Henricks, 2nd by Debbie Gillispie .  Vote 4-0 Adjourned at 1:14pm.
