Public Notice of Open Meeting

A Regular City Council Meeting, to be held on Thursday, June 20, 2024, at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have a need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 48 hours in advance.  The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

OPEN MEETING

  • Call to Order, Roll Call and Pledge of Allegiance by Mayor Mark McCord – 7:00pm

In attendance:  Mayor Mark McCord, Councilmen Billy Henricks, Lan Winn, Skyler Henricks, & Debbie Gillispie.  Also in attendance City Administrator Dr. Jeff Brasher, City Secretary Lauren Bush, Pool Manager Christian Shelton, Lifeguard Lillie Coker, Deputy Bryce Sawyer, & Officer Justin Jones

Absent:  Councilman Monty Glass

Mayor Mark McCord mentioned the damages incurred during the flood rains received on June 11th and that funding for repairs was being sought but did not look promising.  Also, he encouraged the community to attend the Fourth of July activities at the Salt Fork.  Ended announcements with an encouragement to the community that as the City Council & Administration move forward to clean up dilapidated houses, if citizens have any ideas or can/want to offer partnerships to please get in touch with himself or personnel at City Hall.

  • Recognitions:  Dr. Brasher recognized Lillie Coker for her dedication as a lifeguard.

PUBLIC HEARINGS

  1. This SECOND public hearing regarding a Rezone Request, ZONING change of 107 W Cora, also known as Lot 1-6, Blk 7, Morris Addition, in Seymour Texas from an R-1 Residential to a B-2 Commercial.

  1. This FIRST public hearing regarding a Specific Use Permit request, ZONING change of 1101 N Cedar, also known as Lot 1, Blk 3, S-D Addition, in Seymour Texas for the purpose of an RV Park.

CONSENT AGENDA

  1. Approval of the May 16, 2024, Regular City Council Meeting Minutes
  2. Approval of the City of Seymour Accounts Payable Bills for the month of May 2024.
  3. Approval of Resolution 1567 Budget Adjustment for Street Department in Vehicle Maintenance #02-406144 to be increased by $4,000.00.  This will not increase the overall budget.
  4. Approval of Resolution 1568 Budget Adjustment for Electric Department in Contract Work #01-401259 to be increased by $11,100.00.  This will not increase the overall budget.
  5. Approval of Resolution 1569 Budget Adjustment for Street Department in Street & Alley Maintenance #02-406157to be increased by $5,000.00.  This will not increase the overall budget.
  6. Approval of Resolution 1570 Budget Adjustment for Street Department in Wearing Apparel #02-406159 to be increased $625.00.  This will not increase the overall budget.

Motion made to accept the consent agenda as presented made by Billy Henricks and seconded by Lan Winn.  Vote 4-0, Motion passes.

ACTION ITEMS

  1. Discuss, Consider, and Take Action on 19th Hole rental prices and rules.

Discussion to allow for the 19th Hole at the Salt Fork to be rentalable by the public.  Originally this was set up as an additional Member Only Perk to encourage and retain membership.  The majority of the items in the 19th Hole were donated however public funds were used to purchase televisions and refelt the pool table.  Would like to find a way to post on social media when rentals are booked so that members would be notified prior to driving to the facility.  Suggested rental prices to be considered $50/hour with $150 Day and that those renting are required to follow all other rules applicable to anyone renting the building.

Motion to allow rentals of the 19th Hole by Lan Winn and seconded by Debbie Gillispie.  Vote 4-0.  Motion Passes.

  1. Discuss, Consider, and Take Action on creating a program to address dilapidated houses.

City of Secretary Lauren Bush posed the question to Council whether or not they wanted to pursue acquiring property for the purpose of remediation?  She presented the actions that would have to be followed for conveyance. 

Motion to make available the option of conveyance to stream line the demolition process for dilapidated property, allowing for Administration and/or Mayor to determine properties to pursue and present them to council made by Skyler Henricks and seconded by Lan Winn. Vote 4-0. 
Motion passes.

  1. Discuss, Consider, and Take Action regarding updates to the Yard Light Contract.

Amendments to the Light Contract were presented with cost factors associated with the wholesale price of acquiring the materials to place yard lights within the community. 

Motion to accept the updates to the Yard Light Contract made by Billy Henricks and seconded by Debbie Gillispie.  Vote 4-0.  Motion passes.

  1. Discuss, Consider, and Take Action regarding updating water fees associated with construction.

Lauren presented information provided by Water Supervisor Chase Hoyt that included price increase suggestions.  Motion made by Lan Winn to update water fees associated with construction and seconded by Skyler Henricks.  Vote 4-0.  Motion passes.

  1. Discuss, Consider, and Take Action regarding accepting bids again for structure demolition for property located at 301 N Cedar.

Dr. Brasher presented a simpler more streamlined bid packet concerning 301 N Cedar.  Motion was made by Skyler Henricks to accept bids on the demolition of 301 N Cedat and seconded by Debbie Gillispie.  Vote 4-0. Motion passes.

  1. Discuss, consider, and take action regarding Disaster Declaration.

Dr. Brasher informed the council that federal aid is not available at this time, but that the declaration should be passed in the hopes that funding could open up in the future.  Motion to accept the Disaster Declaration as declared by the Mayor made by Lan Winn and seconded by Billy Henricks.  Vote 4-0.  Motion passes.

  1.  Discuss, consider, and take action regarding Rezone request located at 107 W. Cora.

Lauren Bush presented the poll of the neighboring property owners.  The application was provided to the council for review.  Motion was made to approve a Specific Use permit to Clifton Moline for the RV Park, denying the straight rezone to a Commercial B-2, with light pollution consideration and a fence (screening) between the lot and his abutting neighbor to the east made by Skyler Henricks and seconded by Lan Winn.  Vote 4-0.  Motion passes.

No Action

ADJOURN – Motion made by Lan Winn and seconded by Debbie Gillispie. Vote 4-0. Motion passes.
