City Council Meeting Minutes
 
A Regular City Council Meeting, was held on Thursday, April 16, 2026, at 7:00 p.m., at the Seymour City Hall, 301 N Washington, Seymour, Texas 76380. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.)  The agenda is also posted on the city’s website at www.cityofseymour.org, with the following agenda to be considered:

An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code under § 551.071, Consultation with attorneys regarding Special Utility District Baylor Water.

City Administration recognition for team effort to cover department shorts, Welcomed Paul Flemming – City Auditor – and thanked him for his work to get us up to date.
City Administrator Dr. Jeff Brasher recognizes Employee(s)/Department/Citizens
Delivered by Chief Bryce Sawyer, recognized listed officers that answered a welfare check that involved a fire arm.  All parties were able to come to a safe conclusion.

Concerning 1510 N Main Street where a Specific Use Permit has been requested for the purpose of a brand new manufactured home to be placed at this lot to be used as a permanent residence.

Motion to approve audit a second time (as the audit was already approved the previous month by council) by Nancy Townley, 2nd by Billy Henricks – Vote 3-0, Motion Passes
  Discuss, Consider, and Take Action concerning property located at 1510 N Main St requesting Specific Use Permit for the purpose of a Manufactured Home placed in an R-1.

Discuss, Consider, and Take Action concerning a variance request made by Lee Lohman & Amy Wyatt with CLAW Contractors to place a manufactured home that is older than 5 years at 503 S Tackitt, currently zoned as a R-3 and allows for Manufactured Housing without a permit.
Vacant lot with trees, directly across the street East of Sunshine RV Park
Property will be a rent house.  There was a house there, and it was torn down at about $8,000 and now they want to make it a viable piece of property
Manufactured house would need to be attached and converted to real property
Motion made by Lan Winn to grant the variance request, 2nd by Nancy Townley, – Vote 3-0 Motion Passes
  Discuss, Consider, and Take Action concerning the Line Extension Policy as submitted by Schneider Engineering
Ranell Walker – Ya’ll need to be charging for services!  Tri-county charges a lot for small services.   Lauren Bush – Ordinances were in place to safe guard the city but policy was needed for clarification
Motion to accept the Line Extension Policy by Billy, 2nd by Lan – Vote 3-0, Motion Passes
Discuss, Consider, and Take Action to pass a regulatory RV Park Ordinance
Motion to pass RV Park Ordinance with $8 infrastructure fee made by Lan Winn, 2nd by Billy Henricks – Vote 3-0, Motion Passes
  Discuss, Consider, and Take Action on bids received on a new Vac Trailer
We have the funds to make this purchase if the council chooses too
This will aid us in pole replacements during regular & emergency service
Recommendation is the Economy – $49,500 and includes trailer
John Joyce – We have a lot of aging infrastructure and it is an inconvenience to share a vac trailer with water department and it is no fault of their’s but it was the circumstance.  Poles need to be changed out preferably during the day time on a plan versus in the middle of the night during a storm.
Motion to purchase Vac Trailer for $49,500 made by Lan Winn, 2nd by Nancy Townley. Vote 3-0, Motion Passes
  Discuss, Consider, and Take Action concerning a noise variance request made by Brad Hammack for 112 W Morris, HH Creek’s Timeless Goods to extended till 11:59pm on Friday and Saturday nights
Vote to approve the noise variance by Lan Winn, 2nd by Billy Henricks, Vote 3-0, Motion Passes
  Discuss, Consider, and Take Action regarding extended Salt Fork Membership discounts for retirees of the City of Seymour
Motion to accept proposal to extend member discounts to retirees made by Nancy Townley, 2nd Billy Henricks, Vote 2-1.  Lan Winn – Vote NAY, Motion Passes
  Discuss, Consider, and Take Action on Resolution 1605 of the City of Seymour requesting financial assistance from the Texas Water Development Board, authorizing the filing of an application for assistance; and making certain findings in connection therewith, in an amount not to exceed $10,000,000 to provide for the costs of Water System Improvements.
Motion to approve Resolution 1605 made by Billy Henricks, 2nd by Nancy Townley – Vote
3-0, Motion passes

  Discuss, Consider, and Take Action concerning the Water Supply & Infrastructure Grant application items including: TWDB-0201 : Application Affidavit & TWDB-0201B : Certificate of Secretary
Motion to approve TWDB-0201 Application Affidavit & TWDB-0201B Certificate of Secretary made by Nancy Townley and 2nd by Lan Winn.  Vote 3-0, Motion passes.
  Discuss, Consider, and Take Action of property located at 301 N Donald
Motion by Nancy Townley to proceed with further inspection at the property with notification to the property owner and an invitation to come before the council, 2nd by Lan Winn – Vote 3-0, Motion passes
  Discuss, Consider, and Take Action to appoint HOT Board Members, 1 to 2 Councilmen & 1 at Large member or the Seymour Chamber Board President as a standing position.
Motion to place Nancy Townley as council rep and the chamber president as a standing position, 2nd Lan Win – Vote 3-0, Motion Passes
  Discuss, Consider, and Take Action concerning opening the Salt Fork gun range for Police Department use only.
This would be for police training only and could be required to have the chief or deputy to be onsite whenever training goes on.  This would include the school PD and the Sherrif Office.
Brasher – can Teachers as part of the guardian program?  Bryce – That would be good if that was allowed.
Nancy – does anyone else in town that qualify for this that we want to include them?  With the intent of protecting people.
Bryce – Shoot at least 4 times a year, shooting at night at least once, and will work to let others know when we are at there, with gate locked behind us after entering.
Motion to approve the City PD to have access to the Salt Fork gun range and other law enforcement agencies, including the guardian program, as long as the chief or sergeant are present made by Lan Winn, 2nd by Nancy Townley – Vote 3-0, Motion Passes
  Discuss, Consider, and Take Action to approve the updated pricing from Waste Connections for Residential/Commercial Garbage, Transfer Station, and Sludge.
Motion to accept updated pricing from waste connects from Lan Winn, 2nd by Billy Henricks – Vote 3-0, Motion passes
  Discuss, Consider, and Take Action regarding Chapter 11 Utilities Code of Ordinances
No Action
  Discuss, Consider and Take Action concerning 117 Mercantile drainage issues
Ranell Walker – Install French drain directing water toward street, but the drainage towards the east has not been resolved. 
Lan Winn – it would be very similar to what the post office does
Ranell – needs permission from the city to cut the concrete  to install a drainage
Lan Winn – City do haul off with Skid Steer and bring bearers for safety
Motion to approve request for the water drainage issue assistance made by Billy Henricks, 2nd by Lan Winn – Vote 3-0, Motion Passes
