CITY OF SEYMOUR CITY COUNCIL

MEETING MINUTES

APRIL 18, 2019

 

A Regular City Council Meeting was held on Thursday, April 18, 2019, at 7:00 P.M. at the Portwood Arts and Civic Center, 800 E. Morris, Seymour, TX  76380.

                                                                                                  

Call to Order, Roll Call and Pledge of Allegiance was led by Senior Councilmember Monty Glass at 7:00 p.m.

 

Council present: Senior Councilmember Monty Glass, Lan Winn, Paula K. Vaden and Mary K. Fair.

 

Council absent: Mayor Pro-Tem Jon Hrncirik

 

Counsel: City Attorney Jonathan Whitsitt was not present at this meeting.

 

City Staff present: City Administrator Steve Biedermann, City Secretary Conchita Torrez, ED Director Lauren Bush, Finance Director Mary Griffin, Emergency Management Coordinator John Hostas and Code Compliance John Byrket.

 

Guest(s): Shelly Hudson, Jody Hudson, Tabatha Lane, CJ Bruce, Nancy Davis and Regan Hollar.

 

Proclamation: Child Abuse Prevention Month was read by Senior Councilmember Monty Glass.

 

Announcements from Senior Councilmember: No announcements at this time.

 

Citizen’s questions and/or Comments: No one signed up for questions or comments.

 

CONSENT AGENDA: (Items listed under the Consent Agenda are considered routine and are generally enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the Consent Agenda for separate discussion and action.)

 

  1. Consider Approving The Consent Agenda As Follows:

End of Consent Agenda

 

Motion made by Councilmember Paula K. Vaden, second by Councilmember

Lan Winn, to approve Consent Agenda as reviewed. Motion passes

unanimously.

 

Public hearing

 

  1. The City of Seymour will hold a Public Hearing regarding an application for

Tiny House Variance by Tabatha Lane.  This variance concerns Subdivision of

Lot 3, Block T, of the Miller’s First Addition or comprised of .482 acres, located

at 508 S. Oak Street, Seymour, Texas.

 

ED Director Lauren Bush approached the podium and addressed City Council

and Staff.  She went on to explain and review the variance request from

Tabatha Lane, for 508 S. Oak Street and presented the Specific Property

Owner’s Responses.  City Council reviewed them and also all the information

that Lauren had previously provided.

No questions or comments were further made.

 

Public hearing closes and Regular meeting will resume

 

  1. Discuss, consider and take action regarding Tiny House variance at 508 S.

Oak Street, by Tabatha Lane.

 

Motion made by Councilmember Mary K. Fair, second by Councilmember

Paula K. Vaden, to give Tabatha Lane a variance for 508 S. Oak Street.

Motion passes unanimously.

 

  1. Discuss and hear presentation from John Hostas, Emergency Management

Coordinator regarding the City and County wide mitigation plan. EMC John

Hostas went over the Mitigation Action plan with each councilmember.  Mr.

Hostas asked that each councilmember review the City Mitigation Action Plan

and get in touch with him if they had any changes or concerns by Thursday,

April 25, 2019.  Each councilmember understood.

 

  1. Discuss, consider and take action regarding a Façade, Signage, and

Beautification Grant.

 

City Council reviewed the information regarding a request from Sommer

Portwood regarding a signage grant for The Big Empty.  After reviewing, a

motion was entertained.

 

Motion made by Councilmember Paula K. Vaden, second by Councilmember

Lan Winn, to approve a request in the amount of $1,000.00, to Sommer

Portwood, for a Signage at The Big Empty.  Motion passes unanimously.

 

  1. Review and approve the Second Quarter Investment Report, as presented

by City of Seymour Investment Officers.

 

Motion made by Councilmember Mary K. Fair, second by Councilmember Lan

Winn, to accept and approve the Investment Report as presented by City of

Seymour Investment Officers.   Motion passes unanimously.

 

  1. Discuss and take action to approve City of Seymour bills paid the month of

March 2019.

 

Note:  One of the bills paid this month was for Troy Glass, therefore,

Councilmember Monty Glass abstained from discussion and vote.

 

Motion made by Councilmember Paula K. Vaden, second by Councilmember

Mary K. Fair, to approve City of Seymour bills as presented.  3 ayes and 1

abstained (Monty Glass)

 

  1. Discuss, review and take action, if necessary on the City of Seymour City

Pool fees and schedule for 2019.

HOURS OF OPERATION

Monday – POOL & SPLASH PAD CLOSED

Tuesday – Sunday 12:00 p.m. – 6:30 p.m. & Wednesday 12:00 p.m. – 9:00 p.m. NO PARTIES

ADIMISSION

0 to 12 years of age – $2.00 (12 yrs of age and under must be accompanied by someone 14 yrs of age or older)

13 years of age and older – $3.00

 

SENIOR CITIZEN’S POOL HOURS (55 years and older)

Tues. – Fri., from 10:00 am – 12:00 pm — $2.00

 

SUMMER POOL PASSES

Individual Pass – $50.00 for the pool season

Family Pass – $100.00 for the pool season

(Please note pool passes for family members living in the same household.)

 

Pool Parties -Tuesday – Sunday from 7:00 p.m. – 9:00 p.m. EXCEPT WEDNESDAYS

$75.00 flat rate for up to 25 swimmers                 $50.00 flat rate for up to 25 people

PRIVATE POOL PARTIES                          PRIVATE SPLASH PAD PARTIES

Additional swimmers (up to 10 more) is $25 extra

To book both Pool & Splash Pad is $100.00

 

Motion made by Councilmember Paula K. Vaden, second by Councilmember

Lan Winn, to approve the changes to the City Pool Schedule for 2019.

Motion passes unanimously.

 

  1. City Administrator to discuss and review the RO Water Well Report.

City Administrator Steve Biedermann stated that the wells are in good shape

and does not see the need to change the drought contingency plan.

 

  1. Discuss, consider and approve Resolution No. 1479, a one-time budget

adjustment for Fiscal Year 2018-2019, for City of Seymour Pool tube slide.

 

Mary Griffin, Finance Director explained that due to the pool slide that was

purchased, this budget adjustment was necessary.  The City Pool Slide cost

$ 35, 726.00.  Motion passes unanimously.

 

  1. Discuss, consider and take action regarding City Park mowing and

upkeeping.

 

Motion made by Councilmember Mary K. Fair, second by Councilmember Lan

Winn, to allow City Administrator Steve Biedermann, to place an ad in BANNER

for the mowing and up keeping of park and old auditorium.

Motion passes unanimously.

 

Senior Councilmember Monty Glass called for a 10 minute recess.

 

Mayor Pro-Tem Jon Hrncirik arrives for the Executive Session at 8:34 p.m.

 

Regular meeting closes and an Executive Session will begin at 8:35 p.m.

 

  1. An Executive Session (closed to the public) and pursuant to Chapter 551 of

the Texas Local Government Code under Section §551.074: Personnel; Code

Compliance Jon Byrket.

 

Executive Session closes and Regular meeting resumes at 9:11 p.m.

 

  1. Discuss and take action resulting from deliberation during Executive

Session.

 

No action was taken

 

 

  1. Adjournment of meeting by Mayor Pro-Tem Jon Hrncirik, second by

Councilmember Paula K. Vaden at 9:35 p.m.
