August 25, 2022
A Re-scheduled City Council Meeting was held on Thursday, August 25, 2022, at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour Tx. All notices were duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.002 (c).
- Call to Order, Pledge of Allegiance and Roll Call by Mayor Jon Hrncirik at 7:00 p.m.
Council present: Mayor Jon Hrncirik, Council members Lan Winn, Mark McCord, Sabrina Rivers and MPT Les Hons,
Council absent no one was absent
City Staff present: City Administrator Jeffrey Brasher, City Secretary Conchita Torrez, R.O. Supervisor John Davis, Maintenance Dept. Tim Ruland, and Part-time help Robert Torrez
Guests: Mitzi Welch, Paula Vaden, Bob Young, Ray Bertrand with CTSI, Blake Laughlin, Mary K. Fair, Billy Henricks, Suzannah Ruland, Cory Thomason, Wendy Thomason, Thomas Johnson, Nancy Boone, Leslie Caisse,
2. Prayer was led by Council Member Lan Winn
3. Discuss, consider, and take action regarding City of Seymour Council Place #5 vacancy, for unexpired term.
Mayor Hrncirik introduced the two (2) candidates for this position:
Blake Laughlin and Billy Henricks. Each candidate gave a small presentation and introduced themselves to City Council.
4. Mayor Hrncirik to swear in and appoint applicant, for Council Member Place #5, unexpired term.
Council Member Sabrina made a motion to accept Billy Henricks to appoint and swear in Billy Henricks to council place#5, for un-expired term. Passed 4/0.
5. Presentation
a.) Discuss, consider, and take action regarding update and recent visit with Ray Bertrand, CTSI Representative.
Mr. Bertrand gave an update to Mayor and City Council regarding the work that has been done at City Hall and Seymour Police Department.
He stated that the server project was 75% completed and would complete in the next two weeks. Some of the details he gave at the meeting were:
- Fire Walls had been placed in some facilities and 4 more would be needed at the Police Department.
- Security Protection resides in all servers
- There is an Executive Summary Proof of what CTSI is completed or has completed for the City of Seymour
- Tickets are able to be tracked
- Patching has been installed
- In Point Protection makes sure everything runs smooth and there are no alerts.
- Emails have been moved
These are just a few of the details that Mr. Bertrand spoke about, and will
be glad to give a report as needed.
No action was taken on this presentation.
b.) Discuss and take action to review and approve the Proposed
Tax Rate as explained by Mitzi Welch, Certified Tax Appraiser
for Baylor County Appraisal District.
Mitzi Welch spoke on behalf of the Baylor Co. Appraisal District, After giving figures on the 2022 tax rate, council entertained a motion.
Motion made by Council Member Mark McCord, Seconded by Council Member Sabrina Rivers, to approve the tax rate at 0.43625. Passed 5/0
6. City Administrator Dr. Jeffrey Brasher, E.d.D, recognizes Employee or Department of the month.
Tim Ruland, Street Department was recognized by Dr. Jeffrey Brasher.
7. Announcements from the Mayor or MPT
No announcements from MPT Les Hons.
Mayor Hrncirik stated to attend the Seymour Panther Friday night football if, possible.
8. Citizen Comments
Citizens that spoke were the following: Mary K. Fair, Cory Thomason, Wendy Thomason, and Nancy Boone
9. Action Items
a.) Discuss, consider, and take action regarding Specific Use Permit
requesting Permit requesting an extension at 400 S. Foley Street, in an
R-1, concerning the North half of Lot 2, Block 17 of the Miller First
Addition, comprised of .241 acres in Seymour, Texas.
After viewing photographs of said property, and hearing the progress that
Ms. Caisse has made; City Council entertained a motion.
Motion made by Council Member Lan Winn, seconded by Council
Member Sabrina Rivers to approve a 1 year extension to improve the
house and yard n question. Passed 5/0
b) Discuss, consider, and take action approving Resolution No. 1529,
amending the 2021-2022, Budget Resolution, to approve the purchase of
a lawn mower for Salt Fork Recreational Complex.
Motion made by Council Member MPT Les Hons, seconded by Lan Winn
for the City to go out for bids and do a budget adjustment on this agenda
item. Passed 5/0
c.) Discuss, consider, and take action regarding a Façade
Beatification Signage Grant submitted by Michelle Belcher.
Motion made by Council Member Lan Winn, seconded by MPT Les Hons,
to approve Façade Beatification Signage Grant to Michelle Belcher.
Passed 5/0

f.) VFW Hall update; no bids have been submitted at this time
g.) 2020-2021 Audit update
No action taken on this agenda item.
11 . Consider approving the consent agenda as follows:
a.) Approve the July 25, 2022 meeting minutes
b.) Approve Account Payable bills paid the month of June, 2022.
a.) was removed from consent agenda and tabled until the next council meeting in September due to incompleteness of minutes.
b.) Motion made by Council Member Mark McCord, seconded by MPT Les Hons, to approve A/P City of Seymour bills, paid the month of July, 2022. Motion passed 4/0 with CM Rivers as a no vote.
12. Public Hearings
a.) City of Seymour conducting a public hearing regarding Transfer
Station Fees, located at 1087, FM 1286, Seymour, Texas, adding Shingle
Section (h) to current ordinance, to state an $80.00 Shingle Fee per ton.
Discussion was had by City Council to add a section to the existing
ordinance regarding Shingle Fee of $80 per ton. No comments were made
by citizens.
b .) City of Seymour conducting a public hearing regarding the Portwood
Art Portwood Art & Civic Center and R.V. Park Rental Fees.
Discussion was had regarding rental fees for the Portwood Art & Civic
Center to increase fees and change the weekend rates to flat fee rates.
Also, discussed was to increase the R.V. fees from $17 to $25. R.V. Park
provides electricity, water, sewer, but, no WI-FI.
Mary K. Fair, Nancy Boone and Tim Ruland spoke during this P.H.
c.) City of Seymour conducting a public hearing regarding Salt Fork
Recreational Complex, located at 728 U.S. Hwy 283S,to consider
increasing rental fees and adding consider increasing rental fees
and adding R.V., Camper Trailer fees to existing information.
City Council discussed the increase in the SFRC Facility weekend
fees and adding a R.V. Camper Trailer fees to existing ordinance.

13. Action Items from Public Hearing
a.) Discuss, consider, and take action to approve Ordinance No. 2022-07,
regarding Shingle fee of $80.00 per ton, adding Section (h) of current
Transfer Station Section.
Motion made by Council Member Mark McCord, seconded by MPT Les
Hons to approve Ordinance No. 2022-07. Passed 5/0

b.) Discuss, consider, and take action to approve Ordinance No. 2022-10,
ordinance regarding Portwood Art & Civic Center, R.V. Park fees and City
of Seymour Memorial Park.
Motion made by Council Member Lan Winn, seconded by Council
Member Billy Henricks, to approve Ordinance No. 2022-11. Passed 5/0

c.) Discuss, consider, and take action to approve Ordinance No. 2022-11,
regarding Salt Fork Recreational Complex, updating fees and adding section
Camper Trailer fees to existing information.
Motion made by Council Member Mark McCord, seconded by MPT Les Hons, to approve Ordinance No. 2022-11. Passed 5/0

14. Discuss and make modifications, if needed to the proposed City of
Seymour Budget for Fiscal Year 2022-2023.
Council reviewed the proposed budget for the City of Seymour.
Baylor Co. Library was reduced from 8K to 4K .
Other line items discussed were:
Baylor Co. Dispatch Service
Tools @ 25K
Street Paving @$15,453.00
Aqua Metric Fees
Blight Structures @5K
Diesel Generator for the R.O. Plant @ -0-
Council will discuss again at the September 15, 2022 during Public Hearing during the Regular City Council meeting.
15. Executive Session(s)
a.) An Executive Session (closed to the public) and pursuant to Chapter 551 of the Texas Local Government Code under section 551.074; Administration Department, City Secretary.
b.) An Executive Session, closed to the Public and pursuant to Chapter 551 of the Texas Local Government Code under §551.071, Consultation with City Attorney; regarding Special Utility District, Baylor Water Supply.
c.) An Executive Session, closed to the public and pursuant to Chapter 551 of the Texas Local Government Code, under §551.072 Real Property; SISD regarding Lowe Stout Building.
16. Action regarding Executive Sessions
a.) Give direction to City Administrator regarding Administrative Department; City Secretary position executive session.
Motion made by Council Member Sabrina Rivers, seconded by MPT Les Hons to advertise the city secretary position on the TML Website and the local BANNER. Passed 5/0
b.) Give direction to City Administrator regarding Consultation with
City Attorney regarding Special Utility District, Baylor Water Supply.
No action taken on this agenda item
c.) Give direction to City Administrator regarding executive session, real property known as Lowe Stout Building.
Motion made by Council Member Lan Winn, seconded by Council Member Sabrina Rivers, to approve selling the Lowe Stout Building to SISD, in the amount of $10 K. Passed with 4 ayes and 1 nay by MPT Hons.
