SEYMOUR CITY COUNCIL

MEETING MINUTES

TUESDAY, MAY 17, 2022

A Re-Scheduled City Council Meeting was held on Tuesday, May 17, 2022, at 7:00 P.M. at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas, 76380. The following agenda was considered:

1.  Mayor Hrncirik called the meeting to Order, to Canvass the May 2022, City of Seymour Election at 7:00 p.m.

Only 2 (two) Council members are required to Canvass an Election.  Council member Lan Winn and Council member Les Hons were present.

At this time Mayor Hrncirik moved on to agenda item #4 .

4.   The City of Seymour General & Special Election Results

      (a.) Canvassing Results for City of City of Seymour, Special Election held on y 7, 2022,

       by Election Judge Linda Conner.

Special Election Judge Linda Conner, read the canvassing results for respective places Council Place # 2 and Council Place #3.

Council Place # 2 for a 1 year unexpired term

Mark McCord              Early Voting Total   248             Election Day Total    115 = 363 votes

Billy Henricks               Early Voting Total   115             Election Day Total      46 =  161 votes

      (c) Council Place #3 for a 2 year term  (Unopposed)

       Sabrina Rivers       Early Voting Total    291               Election Day Total   134= 425 total

      (b)  Approve Resolution No. 1526, approving Election Results for the May 7, 2022,

        as read by Election Judge Linda Conner.

Motion made by Council member Les Hons, seconded by Council member Lan Winn, to approve Resolution No. 1526, Election Results For the May 7, 2022, City of Seymour Special Election. Mark McCord and Sabrina Rivers were declared the winners of the 2022 City of Seymour Special Election.   Motion passed 2/0

    (d.)  Mayor Jon Hrncirik swears in General Election Candidates (Unopposed)

Monty Glass and Lan Winn for a two -year term.

At this time Mayor Hrncirik swore in General Election Candidate Lan Winn for a two-year term.  

*** Council member Monty Glass to be sworn in at the City Secretary Office on the 18th, by Mayor Hrncirik.

      (e.)   Mayor Jon Hrncirik swears in Special Election Candidates, Council Place 2 Mark McCord, for a 1 year unexpired term and Council Place 3 Sabrina Rivers for a two year erm.   

Mayor Hrncirik swore in newly elected Mark McCord for Council Place #2, for a 1 (one) year unexpired term and newly elected and unopposed Council member Sabrina Rivers for Council Place #3, for a 2 (two) year term.

At this time, Council member McCord and Council member Rivers took their respective seats as City of Seymour Council members. 

     (f)    Discuss and take action regarding the selection of a Mayor Pro-Tem for 2022-2023.

     Motion made by Council member Mark McCord, second by Council member Lan Winn to appoint Council member Les Hons at the 2022-2023 Mayor Pro-Tem.  Motion carried 3/0, as Council member Les Hons abstained from vote. 

The Canvassing of Election meeting closed at 7:13 p.m. and the Regular Council meeting begin.

A Re-Scheduled City Council Meeting was held on Tuesday, May 17, 2022, at 7:00 P.M. at the Portwood Art & Civic Center, 800 E. Morris Street, Seymour, Texas, 76380. The following agenda was considered:

1.  Call to Order, Roll Call and Pledge of Allegiance by Mayor Jon Hrncirik

Mayor Hrncirik called the meeting to order at 7:13 p.m.

Council present: Mayor Jon Hrncirik, MPT Les Hons, Council member Lan Winn, Council member Mark McCord and Council member Sabrina Rivers. 

Council absent: Council member Monty Glass

City Staff present: Dr. Jeffrey Brasher Ed., D., City Secretary Conchita Torrez, Economic Development Lauren Bush, Wastewater Employee Greg Shumate, and Water Supervisor Chase Hoyt.

Guests present: Matt Gwinn, Linda Conner, Sherry Shumate, Krystal Huskamp, Kimberly Stevenson, Mary K. Fair, Nancy Boone, Daniel Huskamp, Robert Torrez

2.  Council Member to lead Prayer 

City Administrator Dr. Jeffrey Brasher Ed., D. lead the meeting in prayer.

3.   City Administrator Dr. Jeffrey Brasher, E.d. D., recognizing Greg Shumate, Wastewater Employee.

Greg Shumate was recognized as the Employee of the Month.  Greg maintains the Seymour Wastewater Treatment Plant and works out there by himself.  He comes in at times when the Water department is needing help working on a leak.  Greg has worked for the City a total of 26 years and enjoys his job.  Greg is to be commended for a job well done.

**Note:  Executive Sessions were not had at this time, nor was action taken on any session.

Therefore, Mayor Hrncirik moved onto Council Agenda Item #7 at this time.

         5.    Executive Session(s)

                     (a)   An Executive Session, closed to the public and pursuant to Chapter 551 of             

                       the Texas Local Government Code under section § 551.074, Consultation with

                     City Attorney; Personnel Matters

                     (b)  An Executive Session, closed to the public and pursuant to Chapter 551 of

                       the Texas Local Government Code under section § 551.071. Consultation with

                      City Attorney; Baylor Water Supply Corporation Agreement.

          6.   Action Items regarding Executive Session(s)

                        (a)  Discuss, and take action regarding Executive Session : pursuant to Chapter

                          551 of the Texas Local Government Code under section 551.074 Personnel.

                       (b)  Discuss, and take action regarding Executive Session : pursuant to Chapter

                          551 of the Texas Local Government Code under section 551.071 Consultation

                          with City Attorney; Baylor Water Supply Corporation Agreement.  

          7.      Mayor or MPT Announcements

          Mayor Hrncirik stated that he would like to congratulate the SHS of 2022

         Pray for all the firemen who were battling the Coconut Fire by Wagoner Ranch.

          8.     City Administrator Reports         

                  (a)  Employee list & SFRC Golf totals

                  (b)  Supervisor Written Reports

                  (c)  Job openings/ City Pool

                  (d)  City Events & Open Houses

                  (e)  Rabies Clinic-June 17th & 24th , 4:00 – 6:00 p.m., at the Portwood Pavilion.

                  (f)  Refinancing of Taxable Waterworks and sewer System Revenue Bonds,

                     Series 1999.

City Administrator also announced the following:

Waste Connections will begin trash service for the City of Seymour June 1, 2022

Pig Pedal Event in Memory of James Standlee on June 11, 2022

Fish Tournament at SFRC on June 11, 2022 . 

9.   Citizen Comments

Three citizens made comments during this time:

Krystal Huskamp- spoke regarding a Salvage Permit for their barn

Mary K. Fair – spoke regarding the Salt Fork Gun Range and if any plans had been made to have a Safety Officer, also commented, and asked regarding the conditions of the irrigation system that cost the City 42K and the meeting minutes on the website, which she saw the November 2021, as being the last ones placed on the website.

10 Consent Agenda

                  (a)  Approve City of Seymour A/P Bills paid the month of April, 2022.

(b)  Financial Reports   

Motion made by Council member Lan Winn, second by MPT Les Hons, to approve the Consent Agenda as presented.  Motion carried 4/0

11.     Action Items

(a)  Discuss, consider, and take action to approve sell of Boom Truck and Toyota Forklift.

(b)  Discuss, consider, and give direction to City Administrator concerning Shipman Land Lease and all other potential leases.

                  (c )  Discuss, and approve Manufactured Housing Overlay for zoning map

                     purposes regarding R1 Zoned East of Main Street.

(a)  Motion made by Council member Mark McCord, second by Council member Sabrina Rivers, to leave current bid notice until May 29, 2022. In the event there are more bids placed regarding the Boom Truck and Toyota Forklift, it will be brought back to the City Council for approval at that time and only if a new bidder has placed a bid. Bid for the Boom Truck is currently at 18K, and the Toyota Forklift is 7K at this time. Motion carried 4/0

(b)  City Administrator was given direction by City Council to put together a contract and follow TCEQ and City Council guidelines. The new contracts will be presented at the next City Council meeting in June, regarding the Harris and Shipman land lease.  Motion made by MPT Les Hons, second by Council member Lan Winn for Dr. Jeffrey Brasher Ed. D. to proceed as requested.  Motion carried 4/0

(c)  Regarding the Manufactured Housing, ED Director Lauren Bush stated that this had been presented to City Council three times and she needed approval of this agenda item.

After discussing this agenda item, Council member Mark McCord suggested it be left as is.

Motion made by Council member Mark McCord, second by Council member Rivers to move forward and leave as is.  Motion carried 3 for and Council member Lan Winn voted against.

At this time Mayor Hrncirik called for a recess so that anyone that would like to stay, enjoy cake and cookies in honor of our new council members.  Cake and cookies were enjoyed by the council and citizens.

Recess closed at 8:39 p.m. 

12.    Adjournment of meeting
