Meeting Minutes
A City Council Meeting, to be held on Thursday, November 20, 2025, with EXECUTIVE SESSION beginning at 6:00 p.m. in the City Hall Conference Room & REGUALR MEETING beginning at 7:00 p.m., at Seymour City Hall, 301 N Washington St, Seymour, Texas 76380. All notices have been duly posted in accordance and conformance with the Government Code of the State of Texas, Section 551.072 (c.) The City of Seymour attempts to make its meetings accessible to all its citizens. If you have a need of auxiliary aids, please notify the City Secretary, at (940) 889-3148, at least 3 Business Days in advance. Discussion with property owner about how the property will be tied down to the foundation. Debbie Gillispie concerned that placing the house prior to having the permit is an issue. Motion to approve Tiny House Specific Use Permit with foundation variance made by Billy Henricks, 2nd by Debbie Gillispie. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning the City of Seymour’s Audit FY 2023-2024
Fun balance – $630,000 increase of $179,000 from year before. Change in both funds were positive in Electric and Water. Rev came 200,000 better and exp were 90k less at the end of the year. There is no other non-compliance other than the timing of the audit. There were no other findings. No funds with a deficit net position. Road Grader paid off and the Fire Truck is paid off. Motion to accept the Audit made by Nancy Townley, 2nd by Debbie Gillispie. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning a proposed No Smoking Ordinance
Motion to approve the no smoking ordinance without a SUP that allows for a smoking patio as long as it is not the main entrance made by Skyler Henricks, 2nd by Debbie Gillispie. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning the request to allow Administration to approve city road closures pertaining to events
Motion to allow administration to approve road closures pertaining to events made by Nancy Townley, 2nd Debbie Gillispie. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning bids received for roof replacements located at City Hall, Police Department, and Fire Hall.
Tyler Franklin presented that no additional bids have been received. Option #2, as previously in favor of, out of pocket expense for City was $23,801.54. This is utilizing all insurances $190,111.01 TML gave us more money than qualified for to go with this option. Motion made by Billy Henricks to accept, 2nd Skyler Henricks. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning adoption of a Resolution 1595 awarding an application and administration contract related to a 2026 Downtown Revitalization grant.
Motion to award the administration services contract for the 2026 Downtown Revitalization grant to Public Management in the amount of $60,000.00 for application and grant administration services, 2nd by Billy Henricks. Vote 4-0. Motion passes
- Discuss, Consider, and Take Action concerning adoption of Resolution 1596 awarding an application and engineering services contract for the 2026 Downtown Revitalization grant and authorize City Staff to negotiate contract terms.
Motion to award the engineering services contract for the 2026 Downtown Revitalization grant to Jacob & Martin and authorize City Staff to negotiate a fair and reasonable fixed-price, which may include a Not to Exceed amount, prior to contract execution made by Nancy Townley, 2nd Debbie Gillispie. Vote 4-0. Motion passes.
- Discuss, Consider, and Take Action concerning sick leave incentive
Motion to pay the sick leave incentive out at the proposed 59% rate by Skyler Henricks, 2nd by Billy Henricks. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning acceptance of bids for airport road improvement
10% match. If you don’t use it, you lose it with these programs. The road and a portion of the apron qualifies and needs to be redone. And then if there is additional money, we will put in a security gate that requires a code. Chip & seal would happen first. Gate would be second. Motion to go out for bids for the airport road improvement made by Billy Henricks, 2nd by Debbie Gillispie. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning an Economic Development contract with a Site Selector Company
Motion to allow administration to look into site selector companies and their qualifications made by Skyler Henricks, 2nd by Nancy Townley. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning appointment of representative to the Baylor County Appraisal District board
Motion that Mayor Mark McCord is appointed to the BCAD Board made by Nancy Townley, 2nd by Skyler Henricks. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning Police vacation time payment
The vacation time to be paid out would be $4,182.22 and will save the city $4,943.85 in over-time due to us covering the community 24 hours and having to cover the officers that do take vacation. All this money is already allocated in the budget. Motion to pay out the vacation time by Billy Henricks, 2nd Debbie Gillispie. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning the bill received from Baylor County for dispatch services that were outsourced to Archer County
Advantages of paying the bill– Good faith, maintain relationship. Disadvantage of paying the bill – You didn’t budget this, the county did not have a conversation with us before making the expense. In addition, the county refused our clean up bill. Motion to pay the bill provided by the county, but all unbudgeted expenses be reviewed prior to expenditure, 2nd by Skyler Henricks. Vote 4-0. Motion passes. - Discuss, Consider, and Take Action concerning bids received for 402 E Morris
